Summary of the contracting process

The National Library of Wales is seeking one provider to deliver an online family history service as part of the National Digital Library Service. The service is for Welsh public libraries, archives and museums, their employees, and individuals registered with Welsh public libraries, archives and museums. The work combines a digital service with research and information resources, supporting users to explore family history online. Delivery is for users and institutions across Wales. This is a service procurement, rather than a purchase of standalone software: the supplier will provide the online family history service for the participating public libraries, archives and museums and their registered users.

The buyer invited offers through a below-threshold open competition. The tender set an enquiry deadline of 12 November 2026 at 12:00 and a submission deadline of 19 November 2026 at 12:00. The single contract was planned to run from 1 April 2027 to 31 March 2030, with provision for up to two additional one-year renewal terms. Its estimated value is £360,000 excluding VAT (£432,000 including VAT). Evaluation gives technical quality 80% and price 20%; bidders were asked to submit one pricing option. Electronic submission was permitted. The requirement was identified as suitable for small and medium-sized businesses.

This opportunity suits a supplier able to operate and maintain a public-facing online family history service for a broad Welsh user base, including cultural institutions and individual library users. Relevant strengths include delivering dependable digital services, supporting online research and providing access to useful family-history information or resources. The single-provider model favours a business able to take end-to-end responsibility for service delivery and work with public libraries, archives and museums across Wales. The buyer’s scoring places substantially greater emphasis on the technical response than on price, so suppliers with a strong service design, delivery approach and evidence that their solution meets the technical specification are well placed to compete. The stated SME suitability means smaller suppliers may also find the opportunity relevant.
