Summary of the contracting process

Northern Trains Limited is seeking outline and detailed design followed by construction to enhance Heaton train reception roads. The work covers Reception Roads 1 to 4 and Siding A, with the aim of improving the resilience of facilities used to service trains and support the timetable. The contractor must carry out the necessary surveys and act as principal contractor for those surveys. The scope is principally civil engineering, mechanical and electrical work, with all works planned to meet relevant Network Rail technical approval standards. This is a rail infrastructure design and construction requirement, delivered in the North East of England. The specification in the invitation documents sets out the detailed scope.

Northern Trains invited offers through a below-threshold open competition. The tender set an enquiry deadline of 20 November 2026 at 16:00 and the same deadline for bid submission. The contract period is 18 December 2026 to 30 July 2027. The estimated contract value is £641,170 excluding VAT (£769,404 including VAT). The procurement is arranged as one lot, and small and medium-sized enterprises are considered suitable. Bids are assessed on a weighted basis: price accounts for 55% and quality for 45%. The buyer reserved the right not to award the contract, and suppliers bear their own costs of bidding. The contract may be assigned or novated to specified train operating companies or related successor organisations following restructuring.

This opportunity is suited to suppliers able to deliver multidisciplinary rail infrastructure projects, combining civil engineering with mechanical and electrical works. Competitors will need design capability for both outline and detailed stages, as well as construction delivery and the capacity to undertake the surveys needed to develop the works. Experience acting as principal contractor for surveys and planning works to Network Rail technical approval standards will be relevant to performing the requirement. The scope spans several reception roads and a siding, so bidders should be equipped to coordinate design, survey and construction across connected rail facilities while supporting operational resilience and train servicing needs. The quality weighting means a strong technical and delivery proposal matters alongside price. Small and medium-sized businesses are explicitly considered suitable to compete.
