Summary of the contracting process

Together Housing Association Limited is seeking providers for playground services across its housing portfolio in the North West and Yorkshire, including sites in Lancashire, Calderdale and Salford. The group manages approximately 32 playgrounds of varying ages and condition. The requirement is split between maintaining and repairing existing play areas, and designing and installing new or replacement facilities. Maintenance work covers planned inspections, routine servicing, reactive and emergency repairs, safety surfacing, minor refurbishments, condition surveys and asset reporting, including recommendations where equipment is beyond economic repair. The installation work includes designing, supplying, installing and commissioning new play equipment, as well as major refurbishment and full replacement of playgrounds.

The buyer invited tenders through an open procedure. The procurement is divided into two lots: one for playground maintenance and repair, with a single provider appointment, and one for design and installation, with up to three providers appointed. Offers were due by 13 November 2026 at 23:59 UK time; the award decision was due by 1 December 2026 at 23:59. Both lots have a planned contract period from 1 February 2027 to 31 January 2030, with an option to extend for up to one additional year. For each lot, evaluation gives quality a 60% weighting and price 40%. Electronic submission is allowed, with submissions in English.

This opportunity is suited to specialist playground contractors able to serve housing sites across the North West and Yorkshire. The maintenance lot calls for experience in inspections, servicing and repairs, including urgent make-safe attendance, defective component replacement and safety-surface maintenance. Suppliers should also be able to carry out condition surveys, report on assets and advise when equipment should be replaced. The design and installation lot suits providers able to deliver projects end to end: design, equipment supply, installation and commissioning, as well as major refurbishment and replacement of existing play facilities. The buyer is seeking experienced organisations, with quality carrying greater weight than price in both lots. The different appointment arrangements may suit a single maintenance provider and multiple design and installation suppliers.
