Summary of the contracting process

City & County of Swansea seeks a contractor to supply, install and maintain three free-standing digital display signs on council-controlled land or adopted highway, at locations selected by the Council on the main arterial routes into Swansea. The signs will display council advertising, notices, event information, cultural content and council news. The contractor must also provide the content playback hardware and wireless communications needed to operate the displays. Swansea Council will manage the content through its existing Scala Enterprise content management system; it is not seeking a media owner or content manager. The work is classified as construction works, with associated transport equipment and installation and maintenance services. The Council’s Special Events Team uses venues across outdoor parks and spaces, with event attendance ranging from 200 to 250,000 people.

The Council invited offers through an open procedure. The procurement is divided into one lot and is suitable for SMEs and voluntary, community and social enterprises. The tender deadline was 16 November 2026 at 12:00; clarification questions were due by 9 November 2026 at 12:00. The stated award decision date was 17 December 2026. The estimated value is £240,000 excluding VAT (£288,000 including VAT). The contract period is three years from installation, testing and handover, with an option to extend maintenance by up to two years. Quality accounts for 60% of evaluation and price 40%. Quality covers display specification and programme management (15% each), relevant technical experience and health and safety (10% each), and technical capability and maintenance specification (5% each).

This opportunity suits suppliers able to deliver a complete digital signage installation on public land and highways, including the display units, playback equipment and wireless communications. Bidders need to show technical capability and relevant technical experience, and explain how they will manage the contract and programme of works. The Council will assess the display and maintenance specifications, as well as health and safety arrangements, so suppliers should be equipped to install, test and hand over operational signs and then provide ongoing maintenance. The requirement is not for media ownership or management: the Council supplies and manages the display content using its existing Scala Enterprise system. The Council’s events span multiple outdoor locations and range widely in attendance, making experience with public-facing signage and installations suited to varied event scales relevant.
