Summary of the contracting process

Maiden Erlegh Trust is seeking a partner to run a mobile-device programme and supply equipment across its 10 school sites in and around Reading. The Trust serves more than 4,904 pupils across a diverse mix of secondary, primary, special educational needs, pupil referral and outreach provision. The requirement centres on Chromebooks, with a small iPad requirement, alongside programme support, training and expertise. The Trust will buy staff, primary and SEN devices directly; these devices will generally remain in school, and the Trust will self-insure them. Secondary pupils’ devices are expected to be bought through parental purchase or contribution, so this partner is not being identified through this procurement. The Trust will appoint a senior member of staff as the programme’s main counterpart.

The buyer invited offers through an open competitive flexible procedure, using a shortlist stage followed by an invitation to tender, evaluation, moderation, presentations and a decision. Enquiries were due by 6 November 2026 at 17:00, and tender submissions by 23 November 2026 at 12:00. The intended award decision date was 1 February 2027. The five-year contract runs from 1 April 2027 to 31 March 2032. Its estimated value is £6 million excluding VAT (£7.2 million including VAT). The Trust estimates that around 9,000 Chromebooks will be purchased over the contract. Initial delivery is around 400 devices, required by 1 April 2027, ideally between 15 and 19 February. There is one lot, with quality and cost weighted equally at 50% each.

This suits an education technology supplier able to combine device supply with the skills and experience to establish and support a multi-school mobile-device programme. Suppliers should be able to work collaboratively with the Trust and its stakeholders over the long term, and provide relevant training and expertise; training and expertise are identified as key evaluation considerations. The scale and variety of provision call for an approach that can accommodate large and small secondary schools, primary and SEN settings, pupil referral provision and outreach. Suppliers should be prepared to deliver an initial batch before the contract’s main start and support ongoing Chromebook purchases, with only minimal iPad supply. The Trust will provide its standard contract in the tender pack, and the requirement does not involve transferring staff from the existing supplier. A separate leasing procurement is planned for 2027.
