Summary of the contracting process

Central Swindon North Parish Council is procuring fully maintained contract hire of one new battery-electric medium panel van. The service includes the vehicle lease and its servicing, maintenance and tyres, as well as vehicle conversion, required equipment and delivery. The van must be converted, compliant and operational for the Council’s use. Suppliers are asked to price the same vehicle and service for annual use of 7,500 miles under two alternative lease lengths. The requirement combines supply of an electric commercial vehicle with fleet maintenance and leasing services. Delivery is in Swindon, England. The Council seeks one vehicle, rather than a fleet or a range of vehicles; the contract is for a single van and its associated hire and upkeep.

The Council invited offers through an open competition below the applicable procurement threshold. The procurement reached tender, with bids submitted electronically or by email. Suppliers were required to submit separate quotations for 36-month and 60-month arrangements; each duration is evaluated independently, and the Council may award only one contract, choosing either term. The enquiry deadline was 20 November 2026 at 12:00 UTC and the submission deadline was 4 December 2026 at 12:00 UTC. The contract period runs from 1 April 2027 to 30 March 2032, with the vehicle required to be operational by 1 April 2027. The estimated value is recorded as £0. Evaluation is 60% price and 40% quality. Price covers the total fixed cost excluding VAT, including rentals and all stated services and charges; quality covers vehicle and conversion safety, maintenance resilience, delivery, and electric-vehicle practicality and sustainability. The award recommendation was due for Full Council consideration in January 2027.

This opportunity suits vehicle leasing companies and commercial vehicle suppliers able to provide a new battery-electric medium panel van on a fully maintained basis, either directly or with delivery, maintenance and conversion partners. The supplier needs to coordinate a compliant working conversion, required equipment and delivery, and support servicing, maintenance and tyres throughout the chosen hire term. Bidders should be able to price both lease options on the same 7,500-mile annual-use basis and provide clear, comparable fixed-cost quotations covering initial and subsequent rentals, conversion, equipment, delivery and compulsory charges. The quality assessment favours capability in vehicle and conversion safety, dependable maintenance and operational resilience, a workable delivery programme, and practical, sustainable electric-vehicle operation. The Council identifies the requirement as suitable for small and medium-sized businesses; the single-vehicle scope may be relevant to suppliers serving local public bodies as well as larger fleets.

The final award recommendation will be considered by Full Council in January 2027. Tender prices will be evaluated excluding VAT. The estimated contract value, including VAT, will be declared separately for statutory procurement purposes.
