Summary of the contracting process

The Department for Infrastructure’s Rivers Hydrometric Section is preparing to procure hydrometric equipment and related services for measuring and handling environmental data. The requirement includes a dedicated, bespoke web-based service to host, store, present and retrieve measured data, alongside hydrometry supplies, services and training. The work combines environmental measurement with web hosting, software and internet services. Delivery is across the United Kingdom. Construction and Procurement Delivery’s Supplies and Services Division is managing the procurement on the department’s behalf.

This is at the planning stage: the department is conducting preliminary market engagement before deciding whether to proceed with a competitive procurement. It is seeking to gauge supplier interest and assess the potential for future contracts and their estimated value; the engagement does not guarantee a competition. Suppliers interested in contributing were asked to complete a questionnaire through eTendersNI, with the stated engagement deadline of 10 November 2026 at 15:00. The buyer’s expected date for a future notice is 5 April 2027. The anticipated contract period runs from 1 February 2028 to 31 January 2031, with a possible extension to 31 January 2033. The published £1 figure is not a meaningful estimate of contract value.

The requirement may suit suppliers able to combine hydrometric instrumentation and environmental monitoring expertise with dependable web-based data hosting and retrieval. Relevant capabilities include supplying and supporting hydrometry equipment, delivering hydrometeorological services, developing or operating bespoke web applications and hosting services, and providing user training. The data service needs to present measured environmental information as well as store and retrieve it, so suppliers with experience designing and maintaining systems for operational measurement data are well placed to contribute to the market engagement. This is a preparation exercise, not a tender invitation; the buyer is using it to understand market interest and inform whether a future competitive procurement is viable.
