Summary of the contracting process

CPD’s Supplies and Services Division is buying services for the Department of Finance to support, maintain and develop the existing Northern Ireland Identity Assurance (NIDA) application, alongside digital identity verification services. The work brings together elements previously contracted separately. It includes software and IT support, information security and ongoing development of the identity assurance service. Delivery is in the United Kingdom; the notice does not identify a more specific delivery location. The scope also anticipates onboarding new services to NIDA and supporting variable numbers of new user accounts as those services are added. Suppliers should consult the specification for the detailed service requirements. The requirement is for a continuing managed service, not a one-off software purchase.

The buyer invited tenders through an open procedure. The procurement is divided into one lot. The tender submission deadline was 20 November 2026 at 15:00, and the deadline for questions was 11 November 2026 at 15:00. The intended contract period starts 4 January 2027 and runs to 31 March 2030, with two optional extensions of up to one year each, potentially extending to 31 March 2032. The estimated value is £5.5 million excluding VAT (£6.6 million including VAT), including potential extensions and optional services; the buyer gives no guarantee of business volume. Evaluation weights price at 30%; quality accounts for 70%, covering digital verification, NIDA development, key personnel, social value, service management, and transition and implementation.

This opportunity suits an established identity-assurance or digital verification provider able to take responsibility for a live application and its continuing operation, maintenance and development. Suppliers need to demonstrate secure service delivery and meet two mandatory certification requirements by award: Cyber Essentials Plus (or equivalent) and ISO/IEC 27001:2022 (or equivalent). The scope calls for capability across digital identity checks, software development, service management and transition, supported by appropriately skilled technical personnel. The expected work also requires capacity to onboard new services and accommodate variable growth in user accounts, as well as to provide additional development days when requested. Social value is part of the quality assessment. The combined scope and emphasis on collaborative delivery favour suppliers able to coordinate verification services and application support as one integrated service.
