Summary of the contracting process

Network Rail Infrastructure Limited is seeking an examinations system application for Eastern Structures. The requirement covers software licences, support and minor configuration, enabling different types of examinations and using the functionality of Network Rail’s NEST engineering asset management system. The system is intended to support examinations compliance and regulatory commitments to the Office of Rail and Road. The commercial scope includes licences and support priced against a defined user base, configuration costs linked to milestones, and prices for additional users. This is specialist software and associated IT services for railway asset examinations. The work is for Network Rail’s Eastern Region; the procurement does not identify a more specific delivery location.

Network Rail invited offers through an open-market exercise using the Competitive Flexible Procedure under the Procurement Act 2023. It combines exclusion checks and conditions-of-participation assessment with a single tender stage. The deadline for enquiries was 4 December 2026 at 15:00, and the submission deadline was 11 December 2026 at 15:00. The planned contract period is 10 June 2027 to 10 June 2035, for up to eight years on a 5+1+1+1 basis, with one supplier intended to be appointed. The estimated value is £1,375,000 excluding VAT (£1,650,000 including VAT). There is one lot. Evaluation weights quality at 60% and price at 40%.

This opportunity is suited to suppliers able to provide an examinations software application for railway structures, together with licensing, ongoing support and limited configuration. A credible offer needs to show that the system can handle different examination types and use the capabilities of NEST, including its modern data-transfer and security architecture. Suppliers should be able to support Network Rail’s compliance needs and its regulatory commitments to the Office of Rail and Road. Delivery requires pricing for a 120-user baseline across licences and support, configuration costs tied to milestones, and scalable user-volume pricing in increments of 20. The additional-user prices are requested but are not included in the commercial evaluation. The buyer’s stated approach is to appoint a single supplier for a long-term arrangement.

Notice Title

Eastern Region Examination System Application

Notice Description

This procurement will be undertaken as an open market exercise using the Competitive Flexible Procedure under the Procurement Act 2023 (PA23), with the objective of procuring an Examinations System Application comprising licences, support, and minor configurations. Nationally, Network Rail has been developing and releasing a modular engineering asset management system called the Network Enterprise Structures and Tunnels system (NEST). In November 2024 the NEST Examinations module went live. The architecture of NEST means it uses modern means of data transfer and security. Eastern Structures are seeking an examination system that enables various types of examinations and utilises the functionality that NEST offers. The system will be crucial in maintaining the Region's examinations compliance position and our regulatory commitments with the Office of Rail and Road. * Scope: The ITT commercial envelope will include a breakdown of each of the following to form a total cost of ownership: o Licencing - Fixed costs based on defined parameters/user metrics (120 users). Non committed pricing requested for an increase in users of 20 volume increments, but not evaluated. o Support - Fixed costs based on defined parameters/user metrics (120 users). Non committed pricing requested for an increase in users of 20 volume increments, but not evaluated. o Configuration: Fixed costs aligned to defined milestones o User Volume Increases - defined cost for an increase in users, in increments of 20. Not accounted for in the commercial evaluation. The proposed approach is a single-supplier award with a total contract duration of up to 8 years (5+1+1+1)
