Summary of the contracting process

The University of Dundee is seeking a supplier for water hygiene monitoring, servicing and reactive maintenance across its estate. The work supports the safe operation of domestic and commercial water systems, protecting university staff, students, visitors and the wider public. Services cover the City Centre campus and other university properties within Dundee, including data centres, research, teaching, sports and horticultural facilities. This is a water hygiene and monitoring service contract, with work across a varied estate rather than a single facility. The requirement includes maintaining the operational water hygiene control regime at the university’s properties.

The University invited offers through an open procedure, with electronic submissions. The tender has one lot. The submission deadline was 30 November 2026 at 12:00. The estimated contract value is £1,100,000, and the stated contract period is 3,600 days. The buyer set a price and quality evaluation split of 70% and 30% respectively. Bids were required to remain valid until 30 April 2027 at 23:59. Tenderers could not submit variants. The procurement documents set out the suitability and technical selection requirements; the tender also required information on the names and qualifications of assigned staff.

This opportunity is suited to an established water hygiene monitoring provider accredited for this work, with a proven record monitoring domestic and commercial water systems. Suppliers need the capability to deliver monitoring, servicing and reactive maintenance across a varied university estate, including operational data centre and research facilities as well as teaching, sports and horticultural properties. The buyer expects tenderers to explain how they would handle TUPE, including mobilisation, management arrangements and integrating one existing staff member into service delivery; the transfer is subject to confirmation during procurement. Bidders should be prepared to provide the names and qualifications of staff assigned to the contract. The requirement favours suppliers able to maintain a safe, consistent operational control regime across multiple sites.
