Summary of the contracting process

The Ministry of Defence intends to procure a digital culture-measurement tool for the Army Individual Training Command (AITC). The solution is to be a tailored web application, either an existing commercial product adapted for AITC or a system developed by an external provider. It must monitor changes in culture among recruits and training staff, helping AITC understand the effects of training on both groups. The tool is also intended to support proactive management of culture in relation to voluntary withdrawal from training. It must provide timely, accessible data and insights for senior leaders, complement existing culture surveys, and be capable of being combined with other training data to give a broader picture. Delivery is stated as being in the United Kingdom.

This is at the planning stage: the Ministry has set out its intention to procure, but this is not an invitation to tender. It expects to use an open procedure. The procurement is planned as a single lot, with an estimated value of £350,000 excluding VAT (£420,000 including VAT). The anticipated contract period is 9 February 2027 to 8 February 2028, with four optional one-year extensions, potentially running to 8 February 2032. The buyer expects a further procurement notice on 19 November 2026. The planned bid submission end date is 4 January 2027 and the anticipated award decision date is 26 January 2027; these are indicative dates at this stage. The notice says full requirements will be provided with the later competition notice.

The work is likely to suit software providers able to supply and support a tailored web application, as well as developers capable of building a bespoke solution. Suppliers with experience in digital measurement, workforce or organisational culture research, survey tools, analytics and dashboard reporting may be well placed, particularly where they can turn survey and training data into timely, accessible insights for senior decision-makers. The required product must work across two populations—Army recruits and training staff—and help the training command understand cultural change and its relationship to training and voluntary withdrawal. Suppliers should be prepared to demonstrate how their solution can complement existing surveys and combine its outputs with other training data. The buyer has described the intended functions, but has not yet set out detailed technical or supplier eligibility requirements.
