Summary of the contracting process

Wirral University Teaching Hospital NHS Foundation Trust is setting up a works framework for minor, small and medium building and service projects across its own sites and those of participating NHS trusts in Cheshire and Merseyside. The five work areas are electrical jobs such as sockets, data points and upgrades; flooring repairs and replacements; minor and reactive work, including painting, locks, signage and small refurbishments; planned small works such as larger refurbishments and mechanical or electrical system replacements; and medium planned projects including roofs, pipework, car parks and windows. Suppliers may focus on a specialist trade or offer and coordinate a broader range of building and service trades. The framework is also available to the participating NHS organisations named in the procurement.

The buyer invited offers through an open procedure to establish a framework agreement, with competition reopened when individual contracts are awarded. The enquiry deadline was 1 December 2026 at 12:00 and the tender submission deadline was 8 December 2026 at 12:00. The intended framework period is 1 April 2027 to 31 March 2028, with an option to extend for a further 12 months, subject to satisfactory performance. Its estimated total value is £40 million excluding VAT (£48 million including VAT). It has five lots: electrical, flooring, and minor/reactive works, each for jobs valued at £1–£50,000; planned small works valued at £50,001–£350,000; and medium planned works valued at £350,001–£1.5 million. For every lot, evaluation weights technical quality at 40%, social value at 10% and commercial considerations at 50%.

The opportunity is suitable for small and medium-sized enterprises, and the separate trade and project-size lots allow businesses to target the work matching their specialism and capacity. Electrical contractors may suit the first lot; flooring firms the second; and general maintenance and refurbishment suppliers the minor/reactive lot. The planned-work lots suit businesses able to deliver larger refurbishment, building-services replacement or projects such as roofing, pipework, car-park resurfacing and window replacement. The buyer requires suppliers to demonstrate that they can provide and coordinate a wide range of skilled building and service trades. This makes multi-trade coordination relevant, particularly for planned projects and work across several participating NHS organisations. Technical quality and social value contribute to the assessment alongside commercial considerations, so bidders should be prepared to address all three elements.
