Summary of the contracting process

The Welsh Government, with its corporate procurement services based in Cardiff, is planning a procurement process for a Learning Management System (LMS) targeted to support educational and development needs within public services and the Welsh Government itself. The tender stage is currently in planning, announced on 12th November 2024, with future notice expected on 3rd March 2025. The LMS aims to provide separate instances for Academi Wales and Learning Lab, each catering to approximately 14,000 and 5,500 users, respectively. Effective bilingual communication and compliance with the Welsh Government’s accessibility standards are critical aspects of this procurement, which aligns with the services industry category. Key dates include the anticipated launch by 31st March 2026 and contract commencement on 1st October 2025 for a duration of up to four years.

This tender represents a significant opportunity for businesses providing cloud-based technology solutions, particularly those specialising in LMS platforms. Companies equipped with capabilities in content management, user management, compliance with data protection standards, and proficient in handling English and Welsh language content will find this tender well-suited to their expertise. Furthermore, the procurement process encourages consortium bids, allowing for collaboration among multiple entities to meet the comprehensive requirements laid out by the Welsh Government. This initiative not only supports digital transformation within the public sector but also opens avenues for sustained business growth through long-term government contracts.
