GP IT Managed Services
Notice Description
General Medical Practice patient administration and clinical systems delivered as a managed service, together with associated services (including, but not limited to; implementation, development, testing, support and training services) and optional software modules ("GP IT Managed Services"). The services are to be made available pursuant to a framework to general medical practices ("GP") or premises from which GP or primary medical care services are provided. The IT needs of NHSScotland require to be met on a flexible basis to address its evolving business and clinical requirements and to deliver the benefits of improvements in technology. This will result in both changes to service provision and the requirement for additional administrative and clinical services, for which systems may require to be hosted and supported over the Term.

Lot 1
NSS is awarding a multi-supplier framework agreement pursuant to which General Medical Practice patient administration and clinical systems are to be delivered as a managed service. Call off contracts awarded under the framework agreement may be entered into to deliver services to entities constituted pursuant to the National Health Service (Scotland) Act 1978, local authorities, to entities constituted pursuant to the Public Bodies (Joint Working) (Scotland) Act 2014, the Scottish Prison Service, GP practices or premises from which GP or primary medical care services are provided. Such call off contracts may be entered into after mini competition or by direct award. Call off contracts shall have a term of seven (7) years, with a possible extension of up to three (3) years. Call off contracts will be by NSS on behalf of all Health Boards within whose geographical areas GPs are located.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.

"reviewDetails": "NSS incorporated a 'standstill period' of a minimum of ten (10) calendar days (between the date on which NSS despatches the notice(s) of its decision in relation to the conclusion of a Framework Agreement to economic operators who submitted a tender or applied to be selected to tender, and the date on which NSS proposes to first conclude the Framework Agreement). This period allows economic operators in receipt of such a notice from NSS to submit a written request for debriefing information from NSS before the Framework Agreement is concluded.
