Lot 1

The University requires a system to that can capture the dynamic deformation of the body as well as the clothes that the subject is wearing. Many of the existing body scanners on the market can only capture a static posture of the body, whilst those that can capture dynamic movements, have only a small capture volume and is thus very limiting (some models for example are limited to facial capture only). The 3DMI system is a flexible system where the camera configuration can be adjusted according to the demand of the user and can produce a larger capture volume by using many capture units. Under Regulation 33(1)(b)(i) of the Public Contracts (Scotland) Regulations 2015, a contracting authority may use the negotiated procedure without the prior publication in the case of a public contract, based on the following justification: Where the supplies or services can be supplied only by a particular supplier; where competition is absent for technical reasons (only if it is not caused by artificial narrowing down of the parameters of the procurement and no reasonable alternative or substitute exists).
