The purpose of this PIN is to identify potential providers in the market who have the relevant experience and capability to deliver this requirement.

The Scottish Parliamentary Corporate Body (SPCB) wishes to appoint a Contractor to advise the Security Office on their rostering system. The Contractor will take a collaborative approach with the client, staff, and trade union side to design a variety of flexible shift patterns to fit with the Parliamentary calendar, fluctuating demand including the potential for seasonal changes, and staff welfare. The initial objective is to move away from flat profile rostering (for example, a 4 days/nights on 4 days/nights off pattern of 12 hour shifts) and include options for more flexible working (for example part-time options, seasonal working etc.). The SPCB also requires training and tools to provide an understanding of the principles of shift pattern design to enable in-house reviews including modelling and testing future shift patterns using headcount and scenario planning. It is envisioned that this will include a technology solution and the Contractor will either provide independent support and guidance to develop a Specification to procure a rules-based software system, or provide a software system which can be tailored to the SPCB's requirements. The software system will ideally be cloud-based, be able to integrate with the incumbent time recording system, and be a subscription-based model.
