Summary of the contracting process

Renfrewshire Council is seeking a contractor for the supply of Sensor Monitoring Equipment for Domestic Properties to monitor internal environmental conditions such as temperature, humidity, and CO2 levels. This initiative falls under the goods category and has been procured through an open tender process. The procurement stage is complete, with the initial contract valued at approximately £1,047,290.51 and the potential for two one-year extensions. The contract was signed on 19 March 2020, with services to be delivered in the Renfrewshire Council area. Interested parties should be aware of the requirement for environmental sensors to be discreet and tamper-proof.

This tender presents a significant opportunity for businesses specialising in environmental monitoring equipment and services, particularly those able to provide installation and maintenance support. Small and medium-sized enterprises (SMEs) are encouraged to apply, given that all bids thus far have been from SMEs. Companies focusing on technology solutions for community amenities or public services could greatly benefit from participating in this contract, especially with the possibility of expanding to other Council properties in the future should additional funding become available.

The Council requires a single contractor to supply all the Environmental Sensors required and an end to end service to monitor the internal environmental conditions (including temperature, humidity and Co2 levels) within domestic properties owned by the Council. The contractor must provide all environmental sensors, as above network for connection to a software system and a software as a service system to provide the Council with data, reports and analysis of any environmental data collected including recommendations on a per property basis. Environmental Sensors provided must be small, discrete and unobtrusive with no pilot lights or active light and no greater surface than a standard wall light switch. Sensors should be provided with suitable fixings to be securely fixed to walls/ceilings, will be battery powered and tamper -proof. The batteries used in the sensors should be available to the commercial market, but should not be of the type which can be interchangeable to other standard electrical equipment ie avoid battery types available in retail shops ie AAA, AA, C, D etc. Due to access issues, the Council in-house team will arrange separately for installation of sensors within the domestic properties and the contractor will provide appropriate warranties to support this requirement. The sensors should be provided with appropriate fixatives as part of the contract and the Contractor will provide training to the Council in respect of all installation requirements as part of the Contract. The sensors should be maintenance free, with the exception of replacement battery/ies after the minimum guaranteed period. For more information please refer to the tender documents. The contractor will be responsible for any works or installation costs required for the network. For more information on this requirement please refer to the tender documents.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.",
