The National Library of Scotland "the Library" is planning a procurement exercise for the re-let of the recurring FM Hard Services Contract during 2021/22 and is seeking feedback from industry to determine best practice in providing resilient and flexible Hard and Soft FM Framework contracts. The Library requires to demonstrate not only commercial "Best Value", but also acknowledge the importance for structured, open and positive working relationships that will deliver continual shared benefits to parties in the preservation and development of the estate portfolio.

We are looking for guidance in respect of the overall process, but in the first instance we are looking for direction in relation to present market and industry perceptions as to how best to commence this process. Information provided in response to the RFI will be used in the development of the procurement strategy(s) and determining the scope, ensuring that any procurement route subsequently selected is attractive to the market place and provide a competitive tendering environment for the delivery of the requirement. No single response will define the procurement strategy in totality, responses will however be used to inform the approach to market. It is the sole discretion of the Library to use or disregard information, comments etc. provided in respect of any response and or future correspondence when compiling tender documentation.
