Edinburgh BioQuarter Innovation District Joint Venture
Notice Description
Edinburgh BioQuarter is currently a partnership between the City of Edinburgh Council, NHS Lothian, Scottish Enterprise and University of Edinburgh; together the Edinburgh BioQuarter Partners. Over the past 2 decades, the 167-acre site, located 3 miles south of Edinburgh City Centre, has been developed extensively with over 500 million GBP of capital for buildings, infrastructure and specialist equipment. Today it is home to the globally renowned Edinburgh Medical School, many of the University of Edinburgh's world-leading research institutes, 900-bed Royal Infirmary of Edinburgh and 13 life science business. It is a melting pot of specialist activities with an onsite community of 8,000 who work and study within its boundary. The proposal is to undertake an OJEU procurement exercise to select an investment and development partner with the financial means and experience to accelerate delivery of the vision.

The Edinburgh BioQuarter Partners intend to seek a private sector partner with whom to establish a joint venture development vehicle to accelerate the future development of Edinburgh BioQuarter. The joint venture development vehicle is to be called EBQ5. The BioQuarter Partners are publishing this Prior Information Notice (PIN) in order to notify the market of the potential opportunity and for information gathering purposes. The publication of this PIN forms part of their open market testing exercise. The BioQuarter Partners are currently developing their requirements and are looking to hold market testing discussions with interested potential bidders/responders in due course. Due to the current Covid-19 restrictions, the BioQuarter Partners intend to carry out engagement with interested potential bidders/responders via a virtual Bidders Day and a Questionnaire, the results of which will help inform the final procurement strategy. The BioQuarter Partners reserve the right to carry out further engagement with interested parties via virtual conference facilities following receipt of completed questionnaire responses in order to enhance understanding and explore responses further. During the PIN process, interested parties may submit questions via the secure Q&A facility on Public Contracts Scotland. The Edinburgh Bioquarter Partners are a collaboration between City of Edinburgh Council, NHS Lothian, Scottish Enterprise and University of Edinburgh. Interested parties should note the 500M GBP figure is Gross Development Value (GDV) for Zone 1.
