Notice Description

This is a VEAT Notice in connection with the Integrated Roads Information System (IRIS) incorporating Road Condition Surveys contract procurement. Extension of the Integrated Roads Information System (IRIS) incorporating Road Condition Surveys Contract is for 12 months until November 2021 to ensure continuity of this essential service during and after the current coronavirus, COVID-19, outbreak and to allow for the completion of re-procurement of Road Condition Surveys in accordance with The Public Contract (Scotland) Regulations 2015. The scope of the Contract remains as awarded and will include compliance with and delivery of all management responsibilities, service and works activities in the service areas described in the prequalification prospectus. This is a Voluntary Ex Ante Transparency (VEAT) Notice to indicate that the Scottish Ministers intend to extend the current Integrated Roads Information System (IRIS) incorporating Road Condition Surveys Contract by 12 months until November 2021 to ensure continuity of this essential service during and after the current coronavirus, COVID-19, outbreak and to allow for the completion of re-procurement of Road Condition Surveys in accordance with the 2015 Regulations.

Procurement Information

A new Road Condition Survey contract is required to be in place for May 2021 in advance of the 2021 summer survey season. The procurement will take 12 months to complete. However due to ongoing issues relating to the coronavirus, key staff required to support delivery of the technical specification and review of the new contract, undertake the ESPD and tender evaluations and provide project governance are not available and are now not expected to be available in the short to medium term. There are also concerns around whether the supply chain will be able to adequately resource the production of ESPD and Tender documentation in light of staff that may be required to redeploy to other business critical services. As the current IRIS contract does not allow for extension beyond November 2020, Regulation 72(1)c (Unforeseeable Circumstances) of the Public Contracts Scotland Regulations is being utilised to modify the existing contract through a single year extension. This modification does not change the overall nature of the contract and as the original contract was for 8 years, the single year extension equates to a value far less than half of the original contract award value.
