Summary of the contracting process

Dumfries and Galloway Council is initiating a procurement process titled "Electric Vehicle Chargepoint Concessions" aimed at developing an Electric Vehicle Charging Points (EVCP) network across approximately 35-40 public car park locations in Dumfries, UK. This project, currently in the planning stage, seeks to award a concession contract to a single supplier for a long-term partnership of 12 years, enabling them to finance the installation of a minimum of four Fast (7kWh) EVCPs at each site. The anticipated value of the contract is £1,800,000, and interested parties should be aware that a future notice is expected to be published by 1st August 2022.

This procurement presents a significant opportunity for businesses in the renewable energy and electric vehicle infrastructure sectors, particularly those with expertise in the installation and maintenance of charging stations. Companies that focus on innovative EV charging solutions or have experience in public-private partnerships will be well-suited to compete for this contract, which not only involves the provision of equipment but also a revenue-sharing model with the council. Engaging in this tender could be a strategic move for businesses looking to strengthen their presence in the growing green technology market.

Notice Title

Electric Vehicle Chargepoint Concessions

Notice Description

This project will develop a Electric Vehicle Charging Points (EVCP) network across approximately 35-40 public car park locations. The aim is to award to a single supplier and partner together to create a series of Charging Hubs, whereby groups of EVCP's are installed to cater for both visitor use and resident charging overnight. While we want to provide a minimum of 4 Fast (7kWh) EVCP's at each location, additional speeds may be required to cater for shorter stays and destination charging use. The individual contracts will be in form of concession contracts where the supplier will fund the entire works and provide a revenue share back to the Council. Government grants (namely On-street Charging Scheme or Transport Scotland) will be applied for as part of the project, but supplier responses should not be dependent on grants being awarded. A long-term partnership of 12 years is sought in order to incentivise suppliers to invest in the network and to ensure continuity for the years ahead.
