All carrier bags must be made of durable material so it can be reused and then be 100% recycled at the end of the product's life. HESE require testing to ensure packaging solutions are fit for purpose. This may include drop testing, transit testing etc. The bags should be made from a minimum of 30% recycled content or products made from 100% renewable resources such as sugar cane or equivalent material. HESE are also keen to explore compostable materials where appropriate. Paper bags and materials must be produced from wood fibres from sustainably managed forests. We expect to see the relevant Chain of Custody Certification where appropriate. This must be evidenced during the contract life. The successful supplier will be expected to keep HESE notified of any changes or improvements in the material being used in the manufacture, recycling, reuse, and disposal of the products. HESE are keen to reduce the single use plastic bags as much as possible. We are also looking for suppliers to offer a take back solution for secondary, tertiary and non-branded primary packaging, where needed.",
