Overview of SCTS and OPG The Scottish Courts and Tribunals Service (SCTS) is a non-ministerial department established by the Judiciary and Courts (Scotland) Act 2008. Its statutory function is providing administrative support to the Scottish courts, devolved tribunals and the Office of the Public Guardian. In addition to administering Scotland's courts and tribunals the SCTS support the Office of the Public Guardian (OPG) and the Office of the Accountant of Court (AoC). The OPG provides guidance and undertakes investigations to protect vulnerable people under the terms of the Adults with Incapacity Act 2000. Among the chambers within the Tribunal Service, the Mental Health Tribunal Service (MHTS) holds a distinctive position. Tasked with the critical responsibility of safeguarding the rights and well-being of individuals affected by mental health issues, MHTS plays a crucial role in the Scottish legal landscape. The Mental Health Tribunal for Scotland's Member's portal is used by Tribunal Members and staff to access, share and download documentation related to upcoming hearings. The Mental Health Tribunal for Scotland's website is accessed by several distinct cohorts of users, including: patients and their families, who wish to access information on how to make an application or what to expect from a Tribunal as well as venue information; Mental Health Professionals and Legal Representatives for Case Law, recent decisions and legislation. The website is also used to publish key news features, annual reports and venue information. An Overview of Our Requirements The main scope of delivery will be focused on the creation / standing-up of a new Mental Health for Scotland Website and Member's Portal, using an Umbraco Cloud Hybrid Headless CMS solution. Key requirements for the new MHTS website and Portal include: - The new modern MHTS website which is accessible by patients, partners and members, should be compliant with the Scottish Government Design Standards and meet the WCAG 2.1 accessibility standards to the appropriate level (AA). - Creation of a Secure Member's Portal (currently embedded within the existing MHTS website) - Built as Single Page Application according to SCTS design principles - Consumes content through the content delivery API of the Content Management System - Access and Authentication is inbuilt into the Portal - Allows for documents to be uploaded either by members or tribunal staff - Enables members to download documents - Enables access to case papers stored in a document repository ahead of hearings and an auto delete function at a date when the documents are no longer required - Enables collaboration on any documents available to members - Allow MHTS Administration staff the ability to make layout changes and content changes to the website via the Hybrid Headless Content Management System - Ensure the website and its associated technical components are built using modern standard, supported technologies - Ensure the new react front end Member's portal area is secure and meets all current Security and Data Protection Standards. The Contract shall commence in late November 2024 and will last for a period of 1 year until, unless terminated earlier in accordance with the provisions of this Contract.
