Digital Diabetes Prevention
Notice Description
This Prior Information Notice relates to NHS Scotland's intentions of tendering for a National Digital Diabetes Prevention Service. Potential suppliers will be required to work alongside NHS Scotland National Diabetes Team to deliver the Digital Diabetes Prevention Programme. The programme will seek to provide a proven clinical intervention using digital technology that will provide support over a 9-month period, using trained lifestyle coaches to enable participants to track progress against the Type 2 Diabetes precursor condition called NDH (non-diabetic hyperglycaemia or prediabetes), which is diagnosed by HbA1c blood test (42-47mmol/mol). The issuing of this PIN will enable dialogue with interested suppliers, which, prior to any procurement exercise, may result in engagement sessions taking place. These sessions are anticipated to take place by mid February 2025.

The programme will seek to provide a proven clinical intervention using digital technology that will provide support over a 9 month period, using trained lifestyle coaches to enable participants to track progress against the Type 2 Diabetes has a precursor condition called NDH (non-diabetic hyperglycaemia or prediabetes), which is diagnosed by HbA1c blood test (42-47mmol/mol). - It is estimated that up to a third of the Scottish adult population are living with NDH with the vast majority being unaware of this - Approximately 220,000 people are estimated to have a diagnosis of NDH in Scotland - Between 5-10% of those with NDH will progress to T2D every year, with rates of progression higher for younger patients, those with a high BMI and those who live in deprived communities - Multiple longitudinal research studies have demonstrated that progression from NDH to T2DM can be prevented or delayed by an intensive behaviour change programme that delivers a modest weight reduction of c.74%. This has led to the establishment of large scale national diabetes prevention programmes (DPP) in countries including England, Finland, France, Australia and the USA. The National Digital Diabetes Prevention Programme would offer a proven clinical intervention using digital technology that will: - Offer intensive support over 9 months focused on enabling patients to take control of their own health and wellbeing - Utilise trained lifestyle coaches who will help build participants' skills and confidence to make lasting lifestyle change as well as peer groups - Allow patients to track progress against their own goals At this stage, the intention is that the programme will support up to 5000 participants per annum up to 3-years. The issuing of this PIN will enable dialogue with interested suppliers, which, prior to any procurement exercise, may result in engagement sessions taking place. These sessions are anticipated to take place by mid February 2025.. This project is derived from the Accelerated National Innovation Adoption (ANIA) Pathway.
