Summary of the contracting process

The Scottish Government, operating as the buying organization, has initiated a procurement process for the Scotland's Public Sector Heat Decarbonisation Framework, previously known as the Non Domestic Energy Efficiency (NDEE) Framework. This is intended for public sector estate improvement works under the industry category of General Public Services. The process currently stands at the tender stage, utilizing a two-stage Restricted Procedure, requiring suppliers to first complete a Supplier Qualification Document (SPD) before shortlisted candidates are invited to submit a full tender. Key dates include the submission deadline on 22 June 2026, with the possibility of the framework being employed across the entire region of Scotland, including remote regions such as the Highlands and Islands. The estimated value of this procurement is £75 million GBP, focusing on a selective procurement method targeting works related to energy retrofit and decarbonisation projects across public estates.

This tender represents significant opportunities for businesses in the energy efficiency and renewable sectors seeking entry into large public sector projects. Companies experienced in building fabric, environmental control systems, and renewable installations would find this framework beneficial. Furthermore, the initiative supports the Scottish Government’s net-zero strategy, providing long-term growth prospects for businesses capable of delivering large-scale, complex retrofit projects typically valued over £1 million GBP. The framework, accessible to various public bodies, creates a potential market for subcontracting and supply chain collaborations. Economic Operators equipped to deliver services across Scotland during a contract term of three to four years, with robust financial credentials and comprehensive quality assurance practices, are particularly suited to compete and thrive through this procurement.

Notice Title

Scotland's Public Sector Heat Decarbonisation Framework

Notice Description

The purpose of this contract notice is for the procurement of the Scotland's Public Sector Heat Decarbonisation Framework (SPSHD) previously known as the Non Domestic Energy Efficiency ("NDEE") Framework for public sector estate improvement works. This procurement will follow a two stage Restricted Procedure: suppliers will first complete an SPD, and shortlisted suppliers will then be invited to submit a full tender at the ITT stage. The Framework, which the Scottish Government will manage, will cover building energy retrofit in its broadest sense including a combination of building fabric, building environmental services systems and their control (e.g. heating, cooling, ventilation, lighting, water etc.), on site renewables, and the potential to connect to district heating systems. It will enable public sector bodies wishing to take forward energy retrofit projects to use (or 'call off) the Framework and run mini-competitions with suppliers appointed to it to deliver those projects. In addition, the Scottish Government will incorporate the decarbonisation of heating systems into the Framework to meet strategic objectives around net zero. In addition to the delivery of works as part of energy retrofit projects, public sector bodies may require framework suppliers to deliver ancillary services. For example, at call-off stage, Economic Operators may be expected to demonstrate their capability to operate and maintain the technology they install. This could include ongoing maintenance or technical support; however, such services will be subject to Framework Public Bodies' needs and may not be required for every project. Where these services are necessary, suppliers may be requested to provide them directly or alternatively through an approved subcontractor, with responsibility for quality and performance remaining with the primary contractor. The Framework will have one lot, comprising multiple framework suppliers each able to deliver energy efficiency works and services to public sector bodies via a range of technical solutions that will provide guaranteed energy performance over the term of the call-off contract awarded under the Framework. Economic Operators will be expected to have the capacity to provide the services, including via supply chain, across all regions of Scotland including the Highlands and Islands. Further details on the project can be found in the Draft Statement of Requirements documents located in PCS-T. This document is subject to change. No public sector body is committed to place an order under the Framework Agreement. The Framework is intended to support large-scale, complex retrofit and decarbonisation projects, typically exceeding 1 million GBP in value, although project values may vary depending on specific requirements. Projects below this value may also be delivered through the Framework where appropriate; however, alternative existing frameworks may be better suited to lower-value or less complex requirements. Please note that this Framework once placed can be accessed by all public sector bodies including: - central government - health boards - local authorities and arms-length external organisations - universities higher education institutes and further education colleges - other public bodies

Lot Information

Lot 1

The SPSHD Framework will operate as a single lot, multi supplier framework, appointing a range of capable economic operators able to deliver energy retrofit and heat decarbonisation solutions across the public sector estate. It will be managed by the Scottish Government. Services delivered under the Framework may include measures relating to building fabric, building services and controls (such as heating, cooling, ventilation, lighting and water systems), on site renewable technologies, and connections to district heating networks. It is intended that the Framework will be awarded on an unranked basis and the method of call off will be through a mini- competition process. All projects will be delivered through a Design and Build Energy Performance Contract model, under which suppliers appointed to the Framework will be invited to compete for individual projects via mini competition call off procedures run by Participating Authorities. Mini competitions may be staged where appropriate to reflect project scale, complexity, or risk. Call off contracts may include associated operation and maintenance services where required on a project specific basis. The Framework will be established for an initial three year term, with the option to extend for a further one year, and suppliers must be capable of delivering works and services across all geographic areas of Scotland, including rural, island, and remote locations. The Framework Agreement will be available for use by the Scottish Ministers (including Agencies), Scottish Non-Departmental Public Bodies, offices in the Scottish Administration which are not ministerial offices, cross-border public authorities within the meaning of section 88(5) of the Scotland Act 1998, the Scotland Office, the Scottish Parliamentary Corporate Body, councils constituted under section 2 of the Local Government etc. (Scotland) Act 1994, the Scottish Fire and Rescue Service, the Scottish Police Authority, Advanced Procurement for Universities and Colleges (APUC Ltd) and their members across the higher and further education sector in Scotland and associate member organisations including their associated and affiliated bodies, Scottish health boards or special health boards , all NHS Scotland, The Integrated Joint Boards established further to the Public Bodies (Joint Working) Act 2014, bodies registered as social landlords under the Housing (Scotland) Act 2001, Student Loans Company Limited, the Forestry Commission, the Commissioner of Northern Lighthouse operating as the Northern Lighthouse Board, Equality and Human Rights Commission, Business Stream Ltd, the Business Gateway National Unit at the Convention of Scottish Local Authorities, any public body established by or under the Scotland Act 1998 or any Act of the Scottish Parliament, any association of or formed by one or more of the foregoing, bodies financed wholly or mainly by one or more of the foregoing, bodies subject to management supervision by one or more of the foregoing and bodies more than half of the board of directors or members of which, or, in the case of a group of individuals, more than half of those individuals, being appointed by one or more of the foregoing.
