Summary of the contracting process

East Lothian Council is seeking a contractor for planned and reactive maintenance of heating and fuel systems in its non-domestic properties. The service covers annual inspections, servicing, testing, repairs and maintenance for natural gas, oil and LPG installations. Work will be delivered across Musselburgh, Prestonpans, Tranent, Haddington, North Berwick and Dunbar, together with smaller villages and hamlets from Humbie to Innerwick. This is a facilities and building-services maintenance opportunity, including gas, oil-fired and LPG systems (CPV 50720000). Scotland Excel is supporting the tender process on the council’s behalf but will not hold or manage the resulting contract. Electronic ordering and payment arrangements will apply, with electronic invoicing permitted.

The procurement has reached tender: the buyer invited offers through a two-stage restricted procedure. The first stage uses a Single Procurement Document to select a limited number of candidates; at least five candidates are to proceed to the second stage. Applications were due electronically in English by 17 August 2026 at 12:00. Invitations to the second stage were scheduled for 26 October 2026. The contract is expected to start around 31 December 2026 and run for three years from acceptance, with one possible one-year extension. Its estimated value is £600,000 excluding any further detail on pricing. Selection covers suitability, economic and technical requirements. Bidders must provide four relevant examples from the past five years, and variants are not allowed.

This opportunity suits established mechanical and building-services contractors able to deliver planned inspections and responsive repairs across a dispersed portfolio of public buildings. Applicants must be members of the Building & Engineering Services Association, registered with the Gas Safe Register and members of OFTEC for oil-fired work. PVG checks are required for operatives, management staff and subcontractors working where children and protected adults may be present. Suppliers must have, or be able to commit to obtaining, the required employers’ and public-liability insurance and demonstrate financial health. Relevant recent experience must be evidenced through four completed works examples. Shortlisted suppliers will also need to support community benefits, potentially including school links, work experience, training, apprenticeships, community projects and carbon-reduction or sustainability outcomes.
