Summary of the contracting process

Clyde Valley Housing Association Limited is procuring specialist fire safety servicing, maintenance and reactive repairs for existing assets in communal areas of its properties. The requirement covers fire detection and alarm systems, emergency lighting, smoke vents, dry and wet risers, and associated sprinkler and smoke-control systems. The contractor will provide planned annual servicing and maintenance, together with a 24-hour, 365-day reactive repairs service, to support compliance with current and future regulations and cyclical asset management. Delivery covers properties throughout North Lanarkshire, South Lanarkshire, East Dunbartonshire and Glasgow, within the Clyde Valley area. This is a housing-related facilities and building-services opportunity, classified under CPV 50711000 for repair and maintenance services of electrical and mechanical building installations.

The procurement has reached tender: Clyde Valley Housing Association invited offers through an open procedure, with electronic submission. It is a single lot. The tender deadline was amended to 17 August 2026 at 12:00, and bids are to remain valid until 6 November 2026. Bid opening and the award period are scheduled for 10 August 2026 at 13:00. The contract is valued at £300,000 and runs from 1 October 2026 to 30 September 2029. The buyer may extend it by up to two further 12-month periods, subject to satisfactory performance, giving a maximum possible term of five years. Evaluation is based on 60% quality and 40% price. Variants are not permitted, and a fee applies for tender documents.

This opportunity suits established fire and life-safety contractors able to deliver planned servicing and round-the-clock emergency response across a multi-authority geographic area. Bidders need the relevant competence, workforce and operational capacity to maintain varied fire safety assets, manage reactive call-outs and demonstrate performance against key performance indicators. Required or similar accreditations include BAFE SP203-1 for fire detection and alarm systems, BAFE SP203-4 for emergency lighting, and BAFE SP105 for dry and wet riser or falling installations. The requirement also recognises approved sprinkler accreditation through LPS 1301, Firas or IFC SDI 122, Smoke Control Association membership with IFC SDI 19 accreditation, and Select, NICEIC or ECA membership. Community benefits form part of contract compliance.
