Notice Description
The Scottish Police Authority (known as the "the Authority") require a competent Contractor in place for Provision of Radio Masts Portfolio Marketing, Management and Maintenance Services. The Authority's radio mast portfolio is situated throughout Scotland.

Open Tender - FTS. All queries relating to this tender must be submitted to the Scottish Police Authority only via the Q&A portal on Public Contract Scotland Tender (PCS-T). The Authority requires a Contractor to continue delivering the following services, including but not limited to: service include: - managing mast repairs/works based on condition surveys; - mast access arrangements; -negotiating new licences-arranging rent reviews of existing sharers on the mast location and to encourage new sharers to the sites to increase annual revenue; - It will also be the remit to determine if there any efficiencies in terms management (rates, electricity recharges) or releasing loss making non-operationally required sites for consideration by the SPA; - decommissioning of sites which are no longer required; and - rates recovery -Police Scotland will act as a client function and arrange for any rental invoicing/debt collection of licence fees and rates and electricity due from sharers.
Renewal: The duration of the contract shall be for three (3) years from the contract start date with the option to extend for a further one (1) period up to twelve (12) months in duration at the sole discretion of the Authority.

Tenderers may be required to provide a copy of their current Professional Indemnity Insurance certificate. - Motor Insurance in respect of any Contractor and or Contractor Personnel vehicles used in relation to the Contract with unlimited cover for death or personal injury, and cover (for a single event or series of related events and in the aggregate) of not less than five million pounds (5,000,000). - Cyber Liability Insurance to the extent of not less than TWO MILLION POUNDS (2,000,000) in respect of each claim and in the aggregate; - The Contractor shall effect and shall maintain appropriate Contracts Works insurance for instances where the Contractor undertakes physical works, installation or construction activities. SPD Question 4B6 Financial Standing: The Authority will access a Credit safe report for a Tenderers organisation and use the information contained within to assist with the assessment of the Tenderer's economic and financial standing. Tenders are asked to provide their company number within the SPD to allow the Authority to access a Credit Safe Report. Within such reports, the risk of business failure is expressed as a score of 30 or below (high risk of business failure). In the event that a company is determined to have a risk failure rating of 30 and below i.e. that the company is considered to have a high risk of business failure, the submission will not be considered further. If you are successful in the award of this contract and your risk failure rating falls below 30 then the SPA reserve the right to remove you from this contract. It is the Contractor's responsibility to ensure that the information held by Credit Safe is accurate and up to date. For the avoidance of doubt, the SPA will request a report from Credit Safe following the closing date for the receipt of the Tenders to ensure that the most up to date information is used. Where you are not registered on credit safe e.g. charitable organisations or new start companies/ Sole Traders with less than 3 years trading history, discretionary powers are available to the Director of Finance to consider abbreviated accounts along with bankers references etc. Tenderers should be aware that any outstanding County Court Judgements will have a detrimental effect on the rating held by Credit Safe and it is your responsibility to ensure that the information held by Credit Safe is accurate and up to date - failure to do so will result in rejection of your submission. Where rope access techniques are used, the Contractor shall also ensure that relevant employees hold up-to-date IRATA (Industrial Rope Access Training Certification) or other relevant rope safety access/rooftop safety and access certification."
