Summary of the contracting process

The Scottish Police Authority is procuring marketing, portfolio management and maintenance services for its radio mast estate across Scotland. The requirement covers managing repairs and works identified through condition surveys, arranging access to masts, negotiating new site licences, reviewing rents for existing users and attracting additional sharers to increase site revenue. The contractor will also identify management efficiencies, including business rates and electricity recharges, advise on releasing loss-making sites that are no longer operationally required, decommission redundant sites, and support rates recovery. Police Scotland will handle rental invoicing and debt collection for licence fees, rates and electricity owed by mast users. This is a specialist infrastructure management and maintenance services opportunity.

The procurement has reached tender: the Authority invited offers through an open procedure, with electronic submission in English. The tender deadline was amended to 17 August 2026 at 12:00 UTC, when tenders were also due to be opened electronically; the award period starts at that time. The estimated contract value is £4.4 million. The contract is for three years, with an option at the Authority’s discretion to extend once for up to 12 months, and has a stated duration of 1,080 days. Bids must remain valid for 180 days. Evaluation is based on quality at 60% and price at 40%; variants are not allowed. The requirement is recurrent, with a likely cycle of three to four years.

This opportunity suits an established radio communications infrastructure, mast engineering or telecommunications estate-management contractor able to manage sites and physical works throughout Scotland. Tenderers must provide two examples from the previous three years of similar radio mast portfolio marketing, management and maintenance services, comparable in value, size, duration and scope. Delivery teams must include suitably qualified radio mast engineers holding current Mast and Tower Safety certification, including climber and rescue certification. Where rope access is used, relevant staff need current IRATA or equivalent rope, rooftop or safety-access certification. UK businesses must be registered with Companies House or demonstrate their trading status. Required insurance includes employers’ and public/products liability, professional indemnity, motor, cyber and contract works cover, at the stated levels.
