Summary of the contracting process

LHC Procurement Group, acting for the Scottish Procurement Alliance, is inviting suppliers to join a Scotland-wide framework for refurbishment and modernisation of residential and non-residential buildings. It covers 16 workstreams: painting and decorating; electrical works; kitchen and bathroom replacement; accessibility adaptations; damp and mould remediation; external works and grounds maintenance; stonework; reactive repairs and maintenance; multi-disciplinary projects; and supply-only kitchens. Work may include planned or responsive repairs, component replacement, compliance upgrades and wider improvement programmes. Kitchen supply includes products and delivery but excludes installation and commercial catering kitchens. The framework is for eligible Scottish public-sector organisations to use for later contracts. Each workstream is divided across five areas: North Eastern Scotland, Highlands and Islands, Eastern Scotland, West Central Scotland and Southern Scotland.

The buyer invited tenders through an open procedure for a framework agreement. Bids were due by 11 December 2026 at 12:00, with the award period scheduled to start at 12:30 that day. The framework has an initial four-year term, with up to two optional 12-month extensions. Its estimated maximum value across the possible six-year term is £900 million; this is not guaranteed work or a minimum spend. Suppliers may bid for one or more workstreams and regional areas. Up to 10 suppliers may be appointed per workstream and area, subject to sufficient qualifying bidders. Evaluation includes pass/fail suitability, financial-standing and technical-capability requirements, followed by a weighted tender assessment. Financial standing is assessed separately for each workstream; turnover thresholds vary by workstream from £100,000 to £5 million annually.

The opportunity suits contractors and product suppliers with capability in one or more of the framework’s distinct workstreams and the capacity to serve their chosen Scottish areas. Smaller suppliers can compete for several workstreams with reserved places for eligible micro and small enterprises in many areas; these places count within, rather than increase, the maximum appointments. Suppliers must show relevant experience, technical competence, adequate resources and systems, and meet the workstream-specific mandatory requirements. Financial evidence must meet the applicable turnover and financial tests; the route depends on supplier type and workstream. Required registrations, accreditations and certifications also vary by workstream. Successful suppliers will need to monitor and report performance, potentially covering cost, time, quality, health and safety, environmental performance, social value and community benefits, and pay the applicable levy on later call-off contracts.
