Summary of the contracting process

The Scottish Government is exploring a new digital learning and learning and development platform for use across Scotland. This is a software and related services requirement, covering an enterprise-scale, AI-enabled digital learning ecosystem rather than a standalone training course or content purchase. The planned platform is intended to support the Government’s wider digital learning strategy. Areas under consideration include integration with existing systems, data management, accessibility, security and ethical use of artificial intelligence. The requirement also covers implementation, migration and future scalability. The Scottish Government is acting on behalf of Scottish Ministers and is seeking market insight into available solutions and supplier capabilities before developing a future procurement.

This procurement is at the planning stage and is currently a Request for Information, not an invitation to tender or a competition. The Scottish Government expects to use the information received to assess market maturity, identify potential suppliers, test assumptions about implementation and migration, and inform a future Invitation to Tender. The RFI is intended to explore enterprise-scale digital learning platforms, integration, accessibility, security, ethical AI, scalability and good practice in learning and development technology. An indicative date of 2 November 2026 is given for publication of the next notice. No contract value, budget, tender deadline, award criteria or final procurement procedure is set out at this stage.

This will suit suppliers providing enterprise learning management platforms, digital learning ecosystems and associated implementation services, particularly those with proven experience in large public-sector or complex organisational environments. Relevant capability is likely to include AI-enabled learning technology, systems integration, data migration, platform scalability, accessibility-by-design, cyber security and responsible or ethical AI governance. Suppliers able to explain implementation timescales, migration effort, support models and routes for integrating with existing technology should be well placed to contribute. The Scottish Government is also seeking evidence of market maturity, innovation and best practice in learning and development technology. Organisations with configurable platforms and the capacity to support a future national-scale deployment should monitor the later competition.

The purpose of this Request for Information (RFI) is to: - Understand the capabilities available in the market, specifically assessing the market maturity and supplier capability in delivering enterprise scale, AI Enabled digital learning ecosystems - Explore integration, data, accessibility, security, and ethical AI consideration - Validate assumptions around implementation timelines, migration effort, and scalability. - Identify potential suppliers - Gather insights on best practices and innovation in L&D technology - Inform the development of a future Invitation to Tender
