The City of Edinburgh Council is buying services to manage and maintain electric vehicle charge points used by its fleet in Edinburgh. The requirement is split into two lots. Lot 1 covers a charge point management system, including software and associated services for depot chargers. Lot 2 covers the operation and maintenance of a mixture of depot AC and DC charge points. This suits suppliers providing EV charging software, network management, operational support, electrical maintenance and fault response. The work is a services contract supporting the Council’s fleet charging infrastructure, with both digital management and physical maintenance requirements. Suppliers may bid for either lot or both lots, and variants are not permitted.

The contracts are intended to start in autumn 2026 for three years, with an option for the Council to extend by up to a further 12 months; the stated contract duration is 1,080 days. Lot 2 suits contractors with the workforce, tools and operational capability to inspect, maintain, repair and manage mixed depot charge points. Suppliers should be able to demonstrate sound financial management, appropriate insurance, and sufficient capacity to deliver either a software-led service, a maintenance service, or both. Successful bidders must commit to prompt payment of subcontractors, payment of at least the Real Living Wage to staff involved in delivery, and action on climate change awareness and emissions reduction. Lot 2 also carries community-benefit requirements across the contract.
