Summary of the contracting process

Caledonian Sleeper Limited is seeking suppliers for a multi-supplier operational support engineering framework serving its railway operations across the UK. The requirement covers reactive, planned and minor engineering and operational support. Six service areas are available: mechanical and general engineering; electrical and controls; plumbing and welfare; specialist engineering services; digital and data support; and emergency response services. Work may include mechanical repairs and fabrication, low-voltage electrical support, plumbing and temporary water arrangements, inspections and testing, data cleansing and monitoring support, and urgent interventions to maintain operational continuity. Suppliers can offer for any combination of the lots. Services must remain within Caledonian Sleeper-controlled assets and approved scope, excluding relevant OEM, depot-owner, statutory and major infrastructure responsibilities.

The buyer has reached the tender stage and invited offers through an open procedure, with electronic submission. Bids were due by 5 October 2026 at 16:00, followed by bid opening at 16:30 the same day. The framework has an estimated total value of £800,000. Each lot has a contract duration of 1,800 days, and the framework may appoint up to 25 suppliers. Bids must remain valid for 180 days. Suppliers may bid for any lots, and lots may be combined. Evaluation for each lot gives 20 points to scope awareness and control and 40 points to price. English is the submission language, variants are not allowed, and electronic payment and ordering are provided for.

This opportunity suits engineering and operational support businesses able to respond within a controlled railway environment and work within defined OEM and asset-owner boundaries. Relevant capabilities include mechanical fitting, repair, light fabrication, welding including coded welding where required, ancillary equipment and non-OEM HVAC support; low-voltage electrical and controls work; plumbing, drainage, leak response and welfare systems; non-destructive testing, specialist inspection, corrosion assessment, temporary works design, lifting support, measurement, assurance and technical reporting. Digital specialists may provide data extraction, cleansing, transformation, condition-monitoring, predictive-maintenance and operational dashboard support. Emergency-response providers need 24/7 call-out, rapid mobilisation, fault investigation, temporary works, logistics and on-call resources to protect service continuity.
