Summary of the contracting process

NHS Greater Glasgow and Clyde is buying dental implant products and related digital solutions for a high-quality service for its patients. The requirement covers dental implants; prosthodontic substructures and superstructures; abutments and screws; surgical guides and digital and analogue impression components; specialist implant instruments; and digital implant solutions. These are organised into six primary supply lots. Suppliers appointed to any of those lots also qualify to participate in a seventh innovation lot, without a separate appointment process. The products and solutions are for Glasgow Dental Hospital. The procurement is for goods, including associated digital services and products, rather than construction works or general healthcare services.

The buyer invited offers through an open procedure, with electronic submission. The six primary lots are evaluated separately, with technical quality weighted at 40% and price at 60%; variants are not allowed. The bid deadline was 11 November 2026 at 12 noon, when the evaluation period was due to begin. Each lot has a 24-month initial term and two optional 12-month extensions, and the stated contract duration is 1,440 days. The procurement uses a framework agreement with up to 30 participants. Suppliers may bid for any number of lots. Bids must remain valid for 180 days. The tender also includes an assessed community-benefits question and requires named staff and their qualifications to be identified.

This opportunity suits dental implant manufacturers, distributors and specialist digital solution providers able to supply one or more of the product areas, from implant instruments and components to digital implant systems. Bidders need relevant experience: three examples of similar work from the preceding three years are required. They must demonstrate access to suitable technical and research facilities, quality controls, equipment, software and digital infrastructure. Required credentials include ISO 9001 or an equivalent quality management system, ISO 14001 or equivalent, and ISO 9001:2015 or ISO 13485:2016 certification covering relevant activities, or equivalent UKAS-accredited or recognised certification. Cyber Essentials Plus, or an information-security questionnaire, applies where patient data or software is involved. Financial requirements include employer’s liability insurance of £5 million, public liability of £5 million and professional indemnity of £2 million. The buyer may conduct financial due diligence.**
