Summary of the contracting process

NHS Highland procured library services for education and learning in Inverness. The scope covers physical library space, written resources and electronic support, including online accounts and online resources. The service is connected with NHS Highland’s joint working arrangements with Inverness College UHI and may involve the transfer of printed library stock. It is a library and learning-resource service rather than a supply-only contract, requiring the provider to support both physical facilities and digital access. Delivery is associated with NHS Highland and Inverness College UHI’s Inverness sites, including Assynt House, Beechwood Park and Beechwood Campus. The procurement is classified as a service, with library services as its main activity.

This procurement has been completed and awarded to Inverness College UHI. NHS Highland used a limited procedure without prior publication of a competition, justified by the existing joint operation of library services, potential transfer of printed stock and the intended move from a service-level agreement to a partnership arrangement. There was one lot, evaluated solely on a priced agreement, with cost carrying the full stated weighting. One bid was recorded. The contract value is £311,000 GBP, and the contract was signed on 20 April 2023. The resulting contract is recorded as active. The procurement was treated as outside the scope of the relevant directive and covered by the Government Procurement Agreement.

This award demonstrates demand for an integrated library service supporting healthcare and higher education learning, combining staffed or managed physical library space with written collections and digital resources. Suppliers considering comparable work for NHS Highland would need to show they can operate library facilities, manage and provide access to printed stock, maintain online accounts and electronic resources, and support users across education and learning environments. Experience of collaborative delivery with another public or academic institution would be particularly relevant, as would the ability to manage service transitions and shared provision. The single recorded bid and award to Inverness College UHI indicate that an incumbent or closely integrated partner was well placed to meet the buyer’s operational and partnership requirements.

Procurement Information

A tendering process would not be immediately feasible owing to the current joint working of the library services with NHS Highland and potential transfer of the stock of printed material. The intention is to move from the current service level agreement to a partnership agreement of joint provision of library services between NHS Highland and UHI. If agreement can be secured for that joint provision, it would be able to be put in place during the term of the extended contract. A separate and much smaller library service run by NHS Highland exists in Oban.
