Summary of the contracting process

Public Health Scotland intends to buy storage, collation and distribution services for its public health campaign materials and publications, delivered across Scotland. The service covers two streams: fulfilling individual orders from the organisation’s publications catalogue, and assembling and distributing bespoke campaign materials to a supplied address list. Print contractors will deliver publications to the supplier’s warehouse. The supplier will also provide an online stock management system for the Authority’s Logistics Team, with live stock levels, downloadable movement history, advance receipt notifications, proof-of-delivery access where possible, and information on stock codes, orders leaving the warehouse and items for recycling. The work covers a varied flow of routine publication orders and campaign-specific distribution, supporting Public Health Scotland’s communications and public health activity.

This procurement is at the planning stage: Public Health Scotland has signalled its intention to procure, but there is no invitation to tender. It expects to publish a further notice on 30 November 2026, award the contract in April 2027 and begin the service on 1 June 2027. The planned contract is for two years, with an option to extend for a further two years. The estimated value is £1 million. The procurement is structured as one lot, covering publication fulfilment, campaign distribution and the stock management system. The buyer states that it runs around 25 campaigns and receives around 1,000 publication orders annually. The planned notice does not set out an evaluation basis or participation criteria.

This work is likely to suit suppliers with warehousing and fulfilment operations, reliable pick-and-pack processes, and the capacity to manage both individual publication orders and larger, address-led campaign distributions. Experience coordinating deliveries from print contractors and distributing printed materials across Scotland would be relevant. Suppliers should be able to provide an online stock system for the buyer’s logistics team, including real-time inventory visibility, downloadable audit trails, advance notices of incoming stock and access to delivery evidence. The system also needs to support visibility of stock codes, despatches in progress and stock marked for recycling. The anticipated workload combines recurring catalogue orders with roughly 25 campaign distributions a year, so firms should be equipped to handle both steady order fulfilment and campaign-specific collation. The buyer has not yet stated specific accreditation or experience thresholds.
