Summary of the contracting process

North Lanarkshire Council is seeking a single contractor to inspect, maintain and repair physical education and school sport (PESSPA) equipment, outdoor play equipment and fitness-suite equipment. The requirement covers education settings in North Lanarkshire. The work is a service contract focused on keeping this equipment inspected, maintained and repaired; the council plans to establish a framework agreement with one supplier. The notice describes the scope at a high level, with the detailed requirements forming part of the tender pack. This opportunity is most relevant to suppliers able to provide inspection and repair services across the different types of equipment used for school physical education, outdoor play and fitness activities.

The council invited offers through an open procedure, with bids submitted electronically. The tender deadline was 30 October 2026 at 12:00. The council set the same time for bid opening. The framework is intended to start on 5 January 2027, run initially for 24 months to 4 January 2029, and allow two further 12-month extensions, potentially taking it to 4 January 2031. Its maximum value is £400,000 excluding VAT. There is one lot and one framework supplier. Quality carries 60% of the evaluation and price 40%; variant bids are not allowed. The tender warns that bidders may be excluded under the stated Scottish public-contracts regulations. The buyer also states that community-benefit requirements and a subcontracting clause apply, with further terms in the tender pack.

This opportunity suits a supplier with the practical capability to inspect, maintain and repair school physical education and sports equipment, outdoor play equipment and fitness-suite equipment. Competitors need to be able to cover the combined range of equipment rather than only one narrow service area, and to deliver for an education-sector client across North Lanarkshire. The single-supplier framework means the appointed contractor will need sufficient operational capacity to fulfil the council’s requirements across the agreement, including any extensions. Quality is the more heavily weighted evaluation element, so bidders should be prepared to demonstrate the quality of their service alongside competitive pricing. The council also requires community benefits and includes a subcontracting clause; suppliers should account for these requirements in their proposed delivery approach. Further performance and community-benefit requirements are set out in the tender pack.
