Lot 1
Forth Housing Association Ltd and Ochil View Housing Association Ltd jointly procured a comprehensive multi-trade reactive repairs and void maintenance service for properties owned or managed by the Associations. The contract covers routine, urgent and emergency reactive repairs, void property works, 24 hour, 7 day per week, 365 day per year emergency cover, appointment scheduling, repair diagnosis, operative allocation, customer communication, access management, contract management, performance monitoring and management information reporting. The opportunity was conducted as a further competition under the LHC Procurement Group (LHCPG) Repairs and Maintenance Dynamic Purchasing System (RMDPS) and was issued and managed electronically through Public Contracts Scotland Quick Quote portal. The procurement used a common tendering, evaluation and pricing process. Quality represented 40 percent of the overall evaluation and price represented 60 percent. Following completion of the evaluation process, separate call-off contracts were awarded by Forth Housing Association Ltd and Ochil View Housing Association Ltd to Consilium Contracting Services Ltd. Each Association will manage its own contract, budget, operational requirements and contract management responsibilities. Each contract has an initial term of three years with the option for the relevant Association to extend its contract by up to two further periods of 12 months, subject to satisfactory performance and continued operational requirements. The estimated total procurement value is approximately GBP 15 million excluding VAT over the full potential five-year period. This estimate covers both Associations, the optional extension periods and potential participation by Rural Stirling Housing Association which was also built into the procurement.. Joint further competition under the LHC Repairs and Maintenance DPS, managed through PCS Quick Quote by SPA for Forth and OVHA. Each Association awarded a separate contract to Consilium. The estimated joint value covers both contracts, extensions and potential future RSHA participation. It is not guaranteed expenditure or volume.
Options: Each contract is for an initial period of three years. Each contracting authority may, at its sole discretion, extend its contract by up to two further periods of 12 months, subject to satisfactory performance, continued operational requirements and the relevant contract terms. The maximum potential contract duration is five years. The exercise of any extension option is not guaranteed.
Procurement Information
The contract was awarded following a further competition (mini-competition) under the LHC Procurement Group Repairs and Maintenance Dynamic Purchasing System (RM DPS), which was established in accordance with the Public Contracts Regulations 2015. The mini-competition was undertaken jointly on behalf of Forth Housing Association and Ochil View Housing Association for the provision of reactive repairs and void maintenance services. The procurement was issued and managed electronically through the Public Contracts Scotland Quick Quote portal, with support from the Scottish Procurement Alliance. The absence of a separate prior contract notice for this specific call-off does not mean that the contract was awarded without competition. The RM DPS was established following prior publication and remained open to economic operators meeting the relevant selection criteria. All seven suppliers appointed to the relevant category of the RM DPS were invited to express an interest in the requirement. All seven suppliers confirmed their interest and were subsequently invited to participate in the mini-competition through Public Contracts Scotland Quick Quote. One supplier withdrew during the tender period, and six compliant tenders were received and evaluated. The tenders were evaluated in accordance with the award criteria published in the procurement documents. Consilium Contracting Services Ltd submitted the most economically advantageous tender and was therefore selected for contract award. Although the procurement and tender evaluation were undertaken jointly, Forth Housing Association and Ochil View Housing Association each awarded a separate call-off contract to Consilium Contracting Services Ltd.
