Summary of the contracting process

Heriot-Watt University uses Amazon Business’s eMarketplace to manage tail-end purchasing: low-value or low-volume requirements that are not covered by a strategic contract or framework. The service provides access to a broad range of general and specialist goods, including office supplies, computer equipment, vehicle parts and equipment, and other miscellaneous products. The University’s Amazon Business Prime account and tailored purchasing policies are intended to support compliant buying, control spending and secure product and delivery savings. Business analytics bring corporate-card and catalogue purchases together in one management-information portal. Deliveries are for the University’s UK campuses.

The procurement is complete and the contract is active. Heriot-Watt University selected Amazon Business UK for a single-lot call-off from the NEUPC ITS2010 NE single-supplier framework; the route was a limited award without a separate competition. One bid was recorded. The contract was signed on 16 October 2026 and is for five years, with a contract value of £500,000. The award is solely to Amazon Business UK. The requirement covers tail-end purchasing not addressed by other frameworks or local contracts. The source describes the framework as appointing Amazon Business EU Sàrl as the sole provider, while identifying Amazon Business UK as the supplier for this call-off.

This award shows demand from Heriot-Watt University for a managed online marketplace serving purchases that are too low in value or volume for dedicated contracts. A credible future competitor would need a broad catalogue of general and specialist products, an efficient purchasing route that supports compliance with buyer-defined policies, and reliable delivery options. The requirement also favours suppliers able to provide account-level purchasing controls and analytics that consolidate corporate-card and catalogue transactions into usable management information. Experience supplying higher-education institutions and integrating marketplace purchasing with institutional procurement processes would be relevant. The existing route was a call-off from a single-supplier university purchasing framework, so framework appointment is central to competing through the same route.
