Summary of the contracting process

The Scottish Procurement Alliance (SPA), through LHC Procurement Group, is developing a public-sector Asset Safety and Compliance framework. The intended service scope covers asbestos consultancy, surveys and removal; property protection and security; water hygiene testing and treatment; heating, ventilation and air-conditioning compliance; electrical testing, inspection and remedial work; and building safety and related statutory compliance. Further compliance disciplines may emerge through market engagement. The framework is intended to provide public-sector organisations with an asset safety and compliance solution, building on SPA’s existing ASC1 framework. Delivery is expected across Scotland. SPA is consulting suppliers on the framework’s scope, structure and delivery model, including regional and national approaches, digital compliance management, data and reporting, and social value and sustainability priorities.

This is a planning-stage procurement: SPA has announced its intention to develop the ASC2 framework, and there is no invitation to tender yet. Preliminary market engagement is planned to shape the future scope, lot and workstream structure, procurement and commercial approach, and delivery model. The published scope is indicative and may be changed or expanded following engagement and further procurement planning. The buyer expects a further notice on 31 March 2027. The procurement is identified as a services framework, but the procedure, contract term and estimated value have not been set out. Suppliers are being directed to the engagement materials and event registration information to take part in market engagement and receive updates.

The work is likely to suit specialist contractors and consultancies across building compliance and asset safety, including asbestos advisers and surveyors, licensed removal providers, security firms, water hygiene specialists, HVAC compliance providers, electrical testing and remedial contractors, and building safety advisers. Suppliers with capability in statutory compliance and the ability to support public-sector estates are relevant. SPA is exploring how regional and national delivery models could work, alongside potential lots and workstreams, so suppliers with differing geographic reach and specialist service lines may have a role as the framework develops. Experience with digital compliance management, data and reporting solutions, and approaches to social value and sustainability may also be relevant to the buyer’s market engagement. The scope and commercial model are still being shaped, so interested suppliers can contribute to that development before a later competition.
