Brighton and Hove City Council (the Council) is seeking to re-provide four of its in-house services to the external market. Three services are residential, one is supported living. All services will be transferred as operational, with the Council entering into lease arrangements regarding the properties, which are owned by the Council. We anticipate that TUPE regulations would apply in relation to staff currently employed within these services, including associated pension requirements. We are undertaking engagement with the market to help further refine our requirement and approach and welcome responses to the questionnaire included in this notice. Please see current details of services below, staffing and individuals are subject to change, details would be confirmed in the tender. Residential Services: Residential Service 1 • 5 individuals are supported who have severe learning disabilities, and 3 are also autistic. 1 individual is a temporary placement • All individuals have communication needs and some behaviours that can challenge. • The staff team consists of 13 support workers ,1 Manager and 2 Deputy managers. • The Service is a large detached property located in the Seven Dials area of the City. The construction of the site is due to be completed in Spring 2026.    Following Market Engagement activities carried out in February 2021, and a Market Engagement Event and site visit in February 2025, the Commissioning team warmly invite potential Support Providers to a Market Briefing Event for the support service. This is not an invitation to tender. The Registered Provider (landlord function) will be identified separately by the Council and it will be key for the chosen support provider to agree to work effectively with the nominated Registered Provider to deliver an efficient and joined-up service. The Council is seeking to award contracts within the boundaries of Brighton and Hove for the provision of Care Home beds on a spot purchase basis. Out of city care homes are contracted via an alternative route. Bidders who pass the qualifying criteria will be awarded a contract. Individual placements will be made on a spot purchase basis throughout the life of the contract. The Council guarantees no set volume of placements under this contract and reserves the right to contract for comparable provision through other means. Individual placements will be made via a brokerage process, where individual outcomes and costs are agreed between the Council and the Supplier. Further details are provided in the Service Specification. The Council reserves the right to reopen this tender process at a later date to award additional contracts for the same provision. Brighton and Hove City Council (the council) are looking for a contractor to complete its required energy performance certificates (EPC's) on its housing stock when properties become empty prior to being re-occupied. There may be some limited circumstances where the contractor will be instructed to complete EPC's for occupied properties. The Council are looking for around 850 EPC's per annum for the next three to four years. Interested contractors should express an interest in this opportunity by returning an email to robert.sullivan@brighton-hove.gov.uk no later than the 31st of January. Unfortunately, refreshments and lunch will not be provided, so please bring your own. There is a coffee shop at the front of Hove Town Hall and nearby shops where you can buy lunch if needed.
