Brighton and Hove City council is developing this former play area for 36 new council homes and community space as part of its New Homes for Neighbourhoods initiative. The residential is a mix if one, two and three bed flats delivered over two blocks, one at four storeys and one at five storeys with bio-solar green roof, a flexible community space and limited on-site car parking provision at ground floor level, landscaping, and highways alterations. East Sussex County Council, West Sussex County Council, Brighton & Hove City Council and NHS Sussex Integrated Care Board invite applications to tender for a contract to provide an integrated advocacy service for the Commissioners with a central point of access. This commission is outcome focused and the Commissioners would welcome new and creative approaches to service provision that could deliver the outcomes through different ways of working and/or by building on existing good practice. The Commissioners will award one contract with one Service Provider. The Service Provider may Sub-Contract with specialist providers ('Sub-Contractors') in the delivery of elements of the Services as a Lead Provider Model. However, the Service Provider will remain responsible for the delivery of all elements of the Services and will deliver the different elements within a single service structure using uniform processes and systems for management and monitoring of the Services. The Service Provider will directly provide or work in partnership or sub-contract to deliver: i. Independent Mental Capacity Advocacy (IMCA) service across East Sussex, Brighton & Hove and West Sussex ii. Relevant Person's Paid Representative (RPPR) service across East Sussex, Brighton & Hove and West Sussex; iii. Independent Care Act Advocacy (ICAA) for Brighton & Hove and West Sussex; iv. 1.1 Brighton & Hove City Council (BHCC) have previously commissioned an initial 'Stage One' Feasibility study into the viability of constructing a large-scale Solar PV installation within the authority's boundary. The initial study focused on a high-level modelling of associated costs, benefits, risks, and an outline of potential planning constraints. A redacted version of this initial feasibility can be provided to potential bidders upon signing of accompanying NDA document. 1.2 BHCC are seeking a suitably qualified and experienced consultancy to act as lead consultant, providing development expertise, knowledge & project management resource to further advance this project to a procurement ready stage subject to planning permission. 1.3 Consultants will be required to demonstrate an expert knowledge of solar PV feasibility assessments, development works and extensive technical knowledge in the field, as well as examples of similar successfully commissioned projects.
