PROJECT SCOPE AND OBJECTIVES The Brooksby Building at The Pirbright Institute (Pirbright) will be a high containment facility for work on high consequence pathogens such as foot-and-mouth diseases virus (FMDV) when fully operational in 2026. As part of the post-construction 'Day 2' works there is a requirement to carry out additional works to the Building Automation and Control System (BACS) within the Brooksby Building to ensure it is fully aligned with the primary system used across the rest of the Pirbright site. The following package of work has been funded: • Installation of Uninterrupted Power Supply (UPS) to critical BACS Control Panels Equipment - 1 x Large UPS Unit Riello 30kVA Master MPS (6 Pulse Rectifier, 384VDC Battery, UPS to be fitted with a Multicom 384 comms card to be wired by Pirbright appointed contractor. Equipment - 20 x Small UPS units Sentinel Pro single phase on line 1kVA (0.8kW) 240v a.c. Materials - As required All required materials to be included: Cable, containment, Unistrut etc. Installation Large UPS unit Installation of 1 large UPS to 415v a.c. 3ph distribution board 50-DB-06-A-MECH rated at 100Amp complete with bypass switch fed from 50-SB-01-A at the main LV switch board on the AHU deck. The contract is for a single supplier to provide Design and Build of Work Package 3 - Design and Build of a Replacement Continuous Emissions Monitoring System (CEMS) and Secondary chamber Oxygen monitoring with new system(s), compliant with all current standards, as per the user requirement specification (URS) for The Pirbright Institute (Pirbright), Ash Road, Pirbright, Surrey, GU24 0NF. The scope of this contract is to replace the CEMS and Oxygen Analyser to ensure that the ISO 11 incinerator remains available to operate, safe, reliable and will serve the building for a minimum of 10 years. The scope of works will involve: • Detailed design work for the new CEMS and Oxygen Analyser, ensuring it complies with the URS and all applicable standards • Supply, manufacture, delivery and installation of the new CEMS and Oxygen Analyser • Offline commissioning of the new CEMS and Oxygen Analyser o It is a recommended that as much pre-commissioning works takes place prior to the shutdown • During the scheduled shutdown, the field sensors will be installed. • Final commissioning with the incinerator in operation. • On completion of commissioning, remove and dispose of existing CEMS from Incinerator Plantroom. • Management of all subcontractors employed by the supplier to complete these works. • Training and Operational Procedures • On completion, an O&M is to be submitted which provides details of works from design to completion. The scope of works will involve: • Detailed design work for the hydraulic system, with all calculations (tank sizing, pump sizing, pipe pressure loss, etc) • Supply, manufacture, delivery and installation of the hydraulic system • Overhaul of existing hydraulic rams • Remove the existing hydraulic system and drain all oil into suitable containers. • Install the new hydraulic system and connect to the overhauled rams • Commissioning of hydraulic system in isolation of the control panel. • Final commissioning with the control panel providing the enabling/disabling signals. • During the works, the existing hydraulic system and drained oil will remain in the loading hall area. The site team will arrange for this to be taken outside of containment. However, the supplier is to allow costs for: o Draining all oil from the hydraulic system into suitable containers o Dismantling the existing hydraulic system so it can be taken out of the fire door (approx. 900mm wide) o Lift and shift of all items outside of biocontainment o Disposal of existing hydraulic system and provide all waste certification to the Client Project Manager • Management of all subcontractors employed by the supplier to complete these works. • On completion, an O&M is to be submitted which provides details of works from design to completion. The O&M should include all relevant items shown in the PIF and should include all valves/components labelled with a schedule of components included.
