Summary of the contracting process

The Foreign Commonwealth Office Services (FCO Services) is initiating a tender process for the establishment of a Dynamic Purchasing System (DPS) Framework aimed at supporting the Ministry of Defence (MOD) in addressing explosive ordnance threats, including improvised explosive devices and conventional munitions. This opportunity falls within the services category, classified under various CPV codes related to military and security equipment. The tender is currently in the planning stage, with a deadline for submission of the Selection Questionnaire (SQ) set for 12:00 hrs on 10th May 2019. The contract period is anticipated to begin after 31st May 2019 and will run for ten years, allowing for a comprehensive engagement with suppliers across the UK and beyond.

This tender presents significant growth opportunities for small and medium-sized enterprises (SMEs), voluntary, community and social enterprises (VCSEs), and larger organisations that provide services and equipment in the defence sector. Participating in this DPS Framework will enable successful bidders to engage in Mini-Competitions to supply counter-explosive equipment and training, thereby broadening their market exposure and enhancing capabilities in supporting national security initiatives. Businesses with relevant experience in military supplies, training services, or related security technologies will find this an advantageous opportunity to expand their offerings and client base.

Notice Title

Counter-Explosive Ordanance, Defence - DPS

Notice Description

The Foreign Commonwealth Office Services (FCOS) is seeking to establish a Dynamic Purchasing System (DPS) Framework on behalf of the Ministry of Defence (MOD) The MOD intends to increase support via an external supply chain to international partners facing the threat from explosive ordnance. This includes improvised explosive devices (IEDs), mines, explosive remnants of war (ERW) and conventional munitions (CM). The intent is to generate options for delivery (equipment, services and training) that combine military, police and external supply chain resources via a DPS framework. This initiative aligns well to the National Security Strategy objectives; Protect our People, Project our Global Influence and Promote our Prosperity. It is the requirement that this DPS Framework opportunity is open to a wide variety of suppliers (SME's, VCSE's and larger organisations). Bidders who initially respond to this notice and successfully meet the Authority's criteria stipulated in the Selection Questionnaire (SQ), will be awarded a place on the DPS Framework. Bidders who are successfully admitted to the DPS Framework will be eligible to participate in Mini-Competitions for the provision of Counter Explosive and Demolitions equipment, services and training. The DPS Framework will be for a period of ten (10) years with a review within the first 12 months. A longer DPS Framework is required to ensure there are sufficient Mini-Competition opportunities to maximise market interest and sufficient opportunities for new entrants to join the DPS Framework. For more information on this opportunity please go to www.fco.bravosolution.co.uk Additional information: Please submit your returned SQ and additional documents which can be uploaded in the general attachment area no later then 12:hrs Friday 10th May 2019
