Future Northants- Northamptonshire Strategic Infrastructure Plan

Notice Description

The principal councils of Northamptonshire, working in partnership with other service providers and England's Economic Heartland (EEH), wish to procure a strategic infrastructure plan for the county for the period up to 2050. This plan would consist of three main elements: A. A modelling environment ('NSIP Model') which allows a wide range of options for development and infrastructure, and external scenarios, to be tested and a range of measures calculated for each combination of these. The outputs should be robust for use in preparation of statutory development plans. These measures are of two types: i. Measures which assess the acceptability of outcomes, resulting in a numerical score and a red, amber, green rating. ii. Measures which are used to provide inputs to other processes and therefore have a numerical output but no rating. These measures would, among other purposes, provide a basis for seeking investment in the county. B. A user guide ('Model Guide') for the modelling environment, to enable effective future use. C. A written report (NSIP Report, the formal Strategic Infrastructure Plan) based on the modelling work setting out the proposed strategy for infrastructure provision for the county up to 2050 and setting out the justification for this. The written Plan should be robust for use in preparation of statutory development plans as well as compelling as a case for investment in the county by Government and the private sector.
