Summary of the contracting process

The Government Commercial Agency, through the Crown Commercial Service, established the RM6165 Construction Professional Services framework for central government departments and wider UK public bodies, including local authorities, health, police, fire and rescue, education, housing, charities, devolved administrations and international organisations. It covers architectural, engineering, surveying, project management, construction consultancy, environmental and sustainability services for building and civil engineering projects. Six service areas were included: multidisciplinary built-environment design, urban regeneration, international projects, high-rise housing, defence and security, and environmental and sustainability technical services. Delivery is mainly across the UK, with international work worldwide and UK support also required for overseas projects. The framework can support projects from inception through design, construction, supervision and completion.

This is a completed restricted-procedure framework procurement using a selective method, with awards made on 1 October 2021. The framework term was subsequently extended, with Lot 1 recorded through 5 August 2026. Estimated lot values were £1,000,000,000 for built environment and general infrastructure, £150,000,000 for urban regeneration, £100,000,000 for international services, £52,500,000 for high-rise services, £345,000,000 for defence and security, and £75,000,000 for environmental and sustainability services. Sixteen suppliers were appointed to Lot 1, 14 to Lot 2, 11 to Lot 4 and nine to Lot 6; the notice also records awards in the other lots. Evaluation was quality and price: generally 75% quality and 25% price, with Lot 1 using price criteria and some call-offs using further competition or direct award.

This requirement suits established multidisciplinary consultancies able to assemble architects, engineers, surveyors, project managers and specialist advisers for public-sector construction and civil engineering programmes. Relevant strengths include building and civil design, quantity surveying, structural, mechanical and electrical engineering, environmental assessment, carbon and sustainability management, health and safety, fire engineering, geotechnical and topographical surveying, construction management and project supervision. International capability is needed for suppliers targeting overseas work, while high-rise, defence and security, and environmentally focused teams require sector-specific experience. Suppliers should be able to work across project stages from feasibility and design through tender support, construction monitoring and completion. Cyber Essentials compliance was mandatory for applicable services, and bidders had to understand Government Security Classifications. The appointed supply base was predominantly large organisations, with subcontracting used on several lots.

Multidisciplinary Design Team - Central Library & Goods Shed

Agreement for multidisciplinary design services for The Vine in Peterborough Central Library. via further competition through CCS Framework RM6165 - Construction Professional Services - Lot 1: Built Environment. ACUA Reference: CPS -1-28948-2023 With funding from DLUHC's Towns Fund programme Peterborough City Council (PCC) will be developing 'The Vine', a new financially self-sustaining library, learning, cultural and commercial offer across two sites in Peterborough City Centre by 2026. This procurement is for a multidisciplinary design team (MDDT) to advance 'The Vine' project for the Central Library and Goods Shed across the RIBA plan of work stages 1-6.

International

Lot 3 International is dedicated to provide a wide range of industry expert construction professional services at discreet delivery stages (from inception to completion). The services are intended to support eligible public sector bodies in delivering a wide and varied range of major and minor building, and civil engineering projects in locations world-wide. In addition to supporting overseas projects & programmes the Supplier Alliance member will be expected to have the capability to undertake tasks in the UK in support of the overseas requirements.

High Rise

Lot 4 High Rise is dedicated to provide a wide range of industry expert Construction Professional Services at discrete delivery stages, (from inception to completion) to support high rise accommodation construction and renovation (where projects relate to housing and/or residential accommodation and associated building) at locations throughout the UK.

Defence

Lot 5 Defence is dedicated to provide a wide range of industry expert construction professional services at discreet delivery stages (from inception to completion). The services are intended to support eligible public sector bodies in delivering a wide and varied range of major and minor building, and civil engineering projects, including those of a sensitive nature, at locations throughout the UK.

Environmental & Sustainability Technical Services

Lot 6 Environmental is dedicated to provide access to a range of industry expert Environmental, Sustainability and Carbon Management support and technical delivery services at discrete delivery stages (from inception to completion).The services are intended to support eligible public sector bodies in delivering a wide and varied range of major and minor building, and civil engineering projects at locations throughout the UK.

Procurement Information

Arcadis are awarded as a framework supplier under Lot 1: Built Environment of the Crown Commercial Service (CCS) RM6165 Construction Professional Services framework agreement. This framework has further competition and direct award options. Therefore, the procedure for the Consultancy Services for Lanesborough Road Phase 1 and Austin Rise is a direct award under Lot 1 of the CCS RM6165 framework.
