West Yorkshire Combined Authority will shortly be tendering for a training provider to deliver a Rail Engineers/ Track Operatives programme for West Yorkshire residents. The training should develop knowledge and skills for sector entry, underpinned by employer needs. This tender is part of the West Yorkshire Mayoral Combined Authority's Adult Education Budget (AEB) Responsiveness Pot, as detailed in the West Yorkshire AEB Strategy. The Responsiveness Pot provides flexible funding aimed at tackling specific and emerging economic issues. *This opportunity will only be available to suppliers who have been appointed to the WYCA AEB DPS, YORtender reference "48078 - Further Education Training Providers for Adult Education". The UK rail industry is currently experiencing a period of growth. Government investment in infrastructure projects - for example, PS96b of investment in the integrated rail plan - has the potential to create up to 12,000 jobs every year nationally over the next five to ten years, on top of existing funding to maintain and operate the railways. It is expected that the successful provider(s) will link to local employers to develop participant understanding of the realities of the occupation and provide local job opportunities. It is also expected that the provider will have established links to support seamless progression onto further training or employment within the rail sector. Overview The Rail Engineers/ Track Operatives training programme should provide West Yorkshire residents with the on the job and professional accreditations needed to enter into work, and link them directly to employers who have live vacancies for interview. * Deliver a Rail Engineers/ Track Operatives programme and provide residents with the on the job and professional accreditations needed to enter into work * Work closely with employers with live vacancies for learners to progress into employment * Progress individuals to relevant qualifications required by employers or to support individual progress * Engage and retain eligible individuals supporting achievement rates on or above national average. * Deliver flexible and innovative provision * Avoid duplication of similar local provision Budget The maximum budget available is PS2,100,000 across 3 years. Initially the contract will be awarded for the period of 1st August 2023 - 31st July 2024 23/24 (to 31 July 2024) PS900,000 Target Participant Group The target audience for AEB are adults aged 19 or over and : * are unemployed * residents on low wage looking to upskill or retrain The qualifications should help individuals to gain skills that employers value, improve job prospects and earn a good wage. Learners must be resident in West Yorkshire, aged 19+ and eligible for AEB funding as per the WY AEB Funding Rules. Outputs A minimum of 675 learners must complete the training within the 3 year contract period, with a minimum of 225 learners to complete in the initial contract period and 225 in each subsequent contract period should they be commissioned. Learners should be engaged from Calderdale, Kirklees, Leeds and Wakefield.
