Summary of the contracting process

Transport for Greater Manchester (TfGM) has initiated a tender process aimed at engaging a single partner for the provision, maintenance, and advertising services related to bus and Metrolink shelters. This opportunity, titled "TFGM - Shelter Provision, Maintenance and Advertising," is active within the services category and seeks proposals for implementing a consistent shelter design to enhance customer experience while contributing to environmental and operational efficiencies. The procurement method is an open, competitive flexible procedure, and the tender process is in the negotiation phase, with final tenders submitted by 3 December 2025. The project's total value, inclusive of VAT, stands at £399,600,000 (£333,000,000 excluding VAT), and it is confined to Greater Manchester, UKD3 region. The contractual commencement is scheduled for 1 January 2027, extending over a 15-year period until 2 January 2042.

This tender represents a substantial opportunity for businesses specialising in construction, maintenance, and advertising services, particularly those capable of delivering innovative and sustainable solutions. The contract is designed to cultivate a long-term partnership, integrating shelter construction and maintenance with advertising infrastructure. Given the size and scope of the project, businesses with established capabilities in large-scale project delivery, particularly those with a focus on environmental sustainability and customer service enhancements, stand to benefit significantly from participating in this tender. Additionally, the requirement for a holistic service delivery approach suggests the ideal candidate would be adept at integrating multiple service offerings under one contractual umbrella, facilitating economies of scale and operational efficiencies.
