Summary of the contracting process

The Government Commercial Agency has procured specialised military-grade tactical communications and information systems for deployment in active battlefield environments, with potential use across government defence and security organisations. The requirement covers communications hardware, software, information systems, systems and technical consultancy, architecture and design, implementation, integration, field support, training and sustainment. It is divided into three areas: Services, Systems and Components. Services covers activities such as architecture, integration, field support, training and sustainment; Systems covers complete tactical communications systems; and Components covers equipment and component supply. Delivery is across the United Kingdom. The procurement combines services and goods and is intended for critical real-time operational tactical communications.

This procurement has been awarded through an open procedure and the framework contracts were signed on 26 June 2026. The three-lot open framework has been awarded to panels of suppliers, including the withheld supplier and numerous defence, communications, technology and consulting businesses. Lot 1, Services, is valued at £2.6 billion excluding VAT (£3.12 billion including VAT) and runs from 26 June 2026 to 25 June 2029. Lot 2, Systems, is valued at £4.7 billion excluding VAT (£5.64 billion including VAT) for the same period. Lot 3, Components, is valued at £727 million excluding VAT (£908.7 million including VAT) and its contract runs from 26 June 2026 to 25 June 2029. Evaluation weighted quality at 90% and price at 10%, with capability the largest quality criterion.

This opportunity shows sustained UK government demand for suppliers able to deliver secure tactical communications in demanding operational environments. Relevant competitors include businesses with expertise in military-grade radio and communications equipment, tactical command, control and information systems, software, systems engineering, architecture, integration, consultancy, cyber security, satellite and wireless communications, components, field deployment, training and long-term technical support. The awarded panels include both large organisations and SMEs, indicating scope for specialist providers as well as established prime contractors. Credibility for a future requirement would depend on demonstrable technical capability, reliable delivery, organisational competence, support and sustainment capacity, collaborative working and the ability to generate social value, alongside suitable products or services for defence and security users.

Specialised military-grade tactical communication and information systems, including hardware, software, associated design, implementation, and support services. To be deployed in active battlefield environments for critical real-time operational tactical communications, with potential cross-government Defence and Security sectoral applications. It expands on the offering under Lot 1c of the RM6116 Network Services 3 agreement. This competition is for the award of framework one in the scheme of frameworks. Framework one (1) is for a term of 36 months. Estimated contract dates 26 June 2026 to 25 June 2029. Framework two (2) is intended for a term of 36 months. Estimated contract dates 26 June 2029 to 25 June 2032. Framework three (3) which is the final framework will last 24 months subject to Framework two (2) lasting the full term. Estimated contract dates 26 June 2032 to 25 June 2034. The open framework will last 8 years in total. Due to technical difficulties the original version of this notice published on 08.07.2026 had a number of lots allocated to the wrong contract. This notice has been edited to correct the allocation of lots. There has been no change to the material substance of the notice.
