Summary of the contracting process

NHS Blood and Transplant procured a framework for blood component transport containers, covering the supply, repair and maintenance of specialist containers used to transport blood components. The requirement includes both new containers and the repair and maintenance of existing containers, including collection and return. Evaluation for Lot 1 weighted technical quality 60%, price 30% and social value 10%; Lot 2 weighted price 85%, social value 10% and quality 5%.

This procurement demonstrates recurring demand from NHS blood services for specialist temperature-controlled or otherwise purpose-built transport containers, together with dependable repair and maintenance support. A credible future competitor would need the practical capability to supply, inspect, repair and maintain blood component transport containers, manage collection and return, and support users across the United Kingdom and Ireland. The Lot 2 contract sets clear operational expectations: repairs must be completed by the agreed repair completion date, enquiries must receive a response within five full business days, and monthly performance reports must cover all contractual performance measures. Suppliers should therefore be able to provide responsive service management, reliable repair capacity and auditable performance reporting. Small and medium-sized businesses were considered suitable, while social value formed part of the evaluation for both lots.

NHSBT conducted initial market engagement for 'Supply and Maintenance of Blood Component Transportation Containers', via issue of a PIN under the Procurement Contract Regulations (Notice Identifier: 2024/S 000-033233). Further market engagement is due to take place in June 25, hence NHSBT are issuing a Preliminary Market Engagement Notice. There is no guarantee that a formal procurement process will be launched as a result of this early market engagement exercise, nor that any contract(s) will be placed.
