Summary of the contracting process

Salford City Council is seeking contractors for a framework covering highways and related technical works across the City of Salford. It is divided into five lots: minor road and footway improvements, including resurfacing and small network-management schemes; major highway alterations, from safety measures to active-travel corridors and junction remodelling; specialist surface treatment; construction, maintenance and strengthening of bridges and other highway structures; and new hard and soft landscaping with associated maintenance. The work includes construction, engineering, highway maintenance and repair, and landscape services. The framework is intended to support the Council’s Highway Infrastructure Asset Management Plan. Suppliers can pursue the lot or lots matching their expertise; SMEs and voluntary, community and social enterprises are identified as suitable for all five lots.

The Council invited offers through an open procedure for an open framework, with work allocated by ranking for some smaller projects and further competitions for other work. The enquiry deadline is 11 November 2026 at 15:00 UTC; tenders are due by 18 November 2026 at 15:00 UTC. The planned award decision date is 18 January 2027. The framework is scheduled to run from 1 April 2027 to 31 March 2030, with extensions described as three years and then a further two years. Estimated lot values, excluding VAT, are £100m for Minor Civils, £90m for Major Civils, £20m for Specialist Surface Treatment, £30m for Structures and Bridges, and £60m for Landscape and Associated Works. Each lot uses the same evaluation: price 50%, quality 35% and social value 15%.

This opportunity suits contractors with relevant highways, civil engineering, surface-treatment, structures or landscaping capability, and the capacity to deliver projects across Salford. The Council calls for suitably qualified and experienced contractors. Minor Civils covers road and footway resurfacing and smaller network improvements; Major Civils requires design and delivery across the project lifecycle. Surface-treatment suppliers must provide the labour, supervision, plant, materials, traffic management, testing, temporary works and associated activities needed to complete projects. Structures contractors need experience with highway structures such as retaining walls, bridges, footbridges, subways and signal gantries. Landscape suppliers should be able to deliver varied hard and soft landscape schemes and associated maintenance. The lots are stated to be suitable for SMEs and VCSEs, and award scoring gives substantial weight to quality and social value as well as price.

Notice Description

A framework to deliver technical and highways works to the City of Salford. This will be an open framework whereby our intention is to open the framework at years 3 and 6. The Authority estimates that the total value of this framework to be around PS300m (ex VAT). The Lot values are estimates based on the total framework value. A framework is no guarantee of work.

Lot Information

Minor Civils

The Council requires suitably qualified and experienced contractors who are interested in gaining approval onto a Framework Agreement to undertake HC projects which cover a range of minor highway improvement works including resurfacing of minor and major roads and footways and small network management improvement works to support the delivery of their Highway Infrastructure Asset Management Plan (HIAMP). For works up to PS150k plus BCIS Index. Suppliers will be ranked on their submission scores. The highest scoring supplier will be offered the work first, if they are unable to complete the contract, the second ranked supplier will be offered the work and so on. The budgets may fluctuate on an annual basis.

Renewal: 3 year extension and then a further 2 years

Major Civils

The Council requires suitably qualified and experienced contractors who are interested in gaining approval onto a Framework Agreement to undertake the design and delivery of Highway alteration improvements across the whole project lifecycle. HD will be the primary users and Lot Lead for Lot 1B. HD projects range from minor safety interventions to EG: install standalone crossing facilities, up to large scale active travel corridors and major remodelling of junctions. Any works over PS150k to a maximum of the current FTS Threshold value at the time of each further competition. The budgets may fluctuate on an annual basis.

Renewal: 3 year extension and then a further 2 years

Specialist Surface Treatment

The Council requires suitably qualified and experienced contractors who are interested in gaining approval onto a Framework Agreement to undertake all labour, supervision, plant, materials, traffic management, testing, temporary works and ancillary activities necessary to complete the Works in accordance with the Service Specification, Pricing Schedule and the relevant Call-Off Contract. Further competition only and budgets can fluctuate on an annual basis.

Renewal: 3 year extension and then a further 2 years

Structures and Bridges

The Council requires suitably qualified and experienced contractors who are interested in gaining approval onto a Framework Agreement to undertake general structures works projects including the construction of new highway structures and the maintenance and strengthening of existing highway structures. The type of structures would include retaining walls, bridges, footbridges, subways and signal gantry's. The highest ranked supplier will be offered the contract first for works under PS75k plus BCIS index, Further competitions will be conducted for any works from PS75k plus BCIS index to a maximum of the FTS Threshold Values Inclusive of VAT current when letting each further competition. Budgets will fluctuate annually.

Renewal: 3 year extension and then a further 2 years

Landscape and Associated Works

The Council requires suitably qualified and experienced contractors who are interested in gaining approval onto a Framework Agreement to undertake Landscape and Associated Works projects including the construction of a diverse range of new hard and soft landscape projects inclusive of appropriate maintenance periods upon completion. The highest ranked supplier will be offered the contract first for works under PS75k plus BCIS index, Further competitions will be conducted for any works from PS75k plus BCIS index to a maximum of the FTS Threshold Values Inclusive of VAT current when letting each further competition. Budgets will fluctuate annually.
