Summary of the contracting process

Communities & Housing Investment Consortium Ltd (CHIC) established a UK-wide, multi-disciplinary consultancy framework for its existing and future members. It covers professional services supporting housing, property and construction programmes from project inception through completion and use. The 13 service areas are integrated consultancy teams; contract administration and project management; architectural services; fire safety; building and party wall surveying; quantity surveying; building mechanical, electrical and plumbing services; structural and civil engineering; clerk of works inspections; heritage and conservation; stock condition appraisals; Building Safety Act principal designer duties and building control; and housing and asset management consultancy. Assignments may support planned works programmes, individual works contracts and other projects. Services are delivered nationally across the United Kingdom, with suppliers identifying the areas where they can operate.

This procurement is complete and has been awarded through an open procedure to multiple suppliers on each of the 13 lots. The award date was 4 September 2026. The framework uses call-offs with or without reopening competition. Lot 1, Integrated Consultancy Team, was awarded at £18,000,000 gross; lots 4 and 12, Fire Safety and Building Safety Act Principal Designer Duties and Building Control, at £12,000,000 each; lots 2, 3, 5 and 11 at £9,600,000 each; lots 6, 7 and 8 at £8,400,000 each; lots 9 and 13 at £7,200,000 each; and lot 10, Heritage and Conservation, at £3,600,000. Each lot runs from 21 September 2026 to 20 September 2030. Evaluation weighted quality 50%, social value 10% and price 40%.

This award shows sustained national demand from CHIC members for built-environment professional services across housing and asset programmes. A credible future competitor would need a clearly defined capability in one or more specialist disciplines, with the capacity to support multiple project stages and geographically dispersed assignments. Relevant strengths include architecture, surveying, quantity surveying, project and contract management, fire and building safety, MEP, structural or civil engineering, inspections, heritage, stock condition assessment, Building Safety Act compliance, and housing or property management. The framework attracted a large field of predominantly SME suppliers, alongside larger firms, so specialist SMEs can be commercially relevant where they demonstrate reliable delivery capacity, suitable supply-chain arrangements and national or regional coverage. Strong quality evidence and a demonstrable social-value approach matter materially, alongside competitive pricing.

Notice Description

CHIC is seeking to establish a multi-disciplinary consultancy framework that can be accessed by existing and future members of CHIC. The scope and potential lot structure will cover a wide range of built environment related professional consultancy services comprising but not restricted to Building Surveying services, Contract Administration, Employers Agent, Quantity Surveying services, and Principal Designer and any other roles that may be required to support the delivery of high quality, on time, on budget works. Support may be required at any project stage from Inception to Post Completion/In Use and may be in relation to Planned Works Programmes, individual works contracts, or any other projects that may arise during the term. The Framework Agreement will be for the provision of construction related professional services by a number of consultants and their supply chains. The Framework will provide national coverage across the United Kingdom (UK). The opportunity is provided for suppliers to identify those areas or regions where they will be able to provide a service.
